Chair Professor and Vice-President (Talent and International Strategy)

Wen Jung Li is Chair Professor of Mechanical Engineering and Vice‑President (Talent and International Strategy) at City University of Hong Kong (CityUHK). Before joining CityUHK in 2011, he was at The Chinese University of Hong Kong, where he directed the Centre for Micro and Nano Systems, and earlier held R&D positions at NASA/Caltech Jet Propulsion Laboratory, The Aerospace Corporation, and Silicon Microstructures in California. He is a Fellow of IEEE, ASME, and AAIA; a Chinese Academy of Sciences “100 Talents” awardee; and an elected member of the U.S. National Academy of Artificial Intelligence (NAAI). He served as President of the IEEE Nanotechnology Council (2016–17) and as founding Editor‑in‑Chief of IEEE Nanotechnology Magazine and the IEEE Open Journal on Nanotechnology. Holder of over 20 US/China patents, he has supported four student‑founded startups that commercialized intelligent sensing products for sectors ranging from aerospace to sports, winning awards including the Gold Medal at Inventions Geneva (2021), Best Innovative Technology Project at the China Hi‑Tech Fair (2020), and Gold at the 2018 World IoT Expo. He earned his B.S. and M.S. degrees from USC and a Ph.D. degree from UCLA in Aerospace Engineering.

Xiaohong Guan, the member of Chinese Academy of Sciences and the Fellow of IEEE, received his B.S. and M.S. degrees from Tsinghua University, Beijing, China, in 1982 and 1985, respectively, and his Ph.D. degree from the University of Connecticut in 1993. He was a senior consulting engineer with Pacific Gas and Electric from 1993 to 1995. He visited the Division of Engineering and Applied Science, Harvard University from 1999 to 2000. From 1985 to 1988 and since 1995 he has been with Xi'an Jiaotong University, Xi'an, China, and has been the Cheung Kong Professor of Systems Engineering since 1999, and Dean of Faculty of Electronic and Information Engineering since 2008. From 2001 he has also been with the Center for Intelligent and Networked Systems, Tsinghua University, Beijing, China, and severed the Head of Department of Automation, Tsinghua University, 2003-2008. Professor Guan is also with Department of Music AI and Information Science, Central Conservatory of Music.

George Chen is a Partner and Co-Chair of Digital Practice at The Asia Group. Concurrently, George is an Adjunct Professor of Department of Media and Communication at City University of Hong Kong. He is also a Distinguished Visiting Professor at Schwarzman College, Tsinghua University where he teaches “Digital Society and Governance” for Master students. George is also a Visiting Scholar at National Chengchi University in Taipei and a Yale World Fellow at Yale University. Between 2016 and 2023, George was Meta’s first and most senior policy leader for Greater China, Mongolia, and Central Asia. Earlier in his professional career, George held various editorial and management positions for media organizations including the South China Morning Post, Reuters, and Dow Jones for over a decade.

Bryan leads the public policy work of AWS in Hong Kong, with overall responsibility for policy, regulatory and government relations matter in Hong Kong. Before joining AWS in late 2022, Bryan was a directorate officer in the Government of the Hong Kong Special Administrative Region. During his 18-years government career, Bryan formulated and implemented policies relating to external affairs, innovation and technology, public finance, elderly care, vocational education, and district administration, including two overseas postings in Berlin and Washington D.C.
Bryan studied and worked in the U.K. and Germany from 1995 to 2004. He holds a Master of Engineering in Computing (first class) from Imperial College of Science, Technology and Medicine, and worked as a software designer/engineer at Deutsche Börse and Nortel Networks. Bryan serves on the Board of AmCham Hong Kong and is a Co-Chair of its Innovation and Technology Committee. He is also a Member of the Institution of Engineering and Technology, and a Full Member of the Hong Kong Computer Society.

Dr Yue (Nancy) Dai is an associate professor in the Department of Media and Communication, City University of Hong Kong. Her research investigates impression formation and social influence processes in technology-mediated contexts, with a particular focus on how users process information, form impressions of both human and AI communicators, negotiate group-based identities, and develop understandings of public issues in digital environments. Rather than centering on any single platform or device, her work seeks to generate theoretical insights that not only apply across evolving technologies but also illuminate enduring patterns in human communication. Her recent projects focus on AI for companionship and social support, mediated intergroup contact for prejudice reduction, and misinformation correction. Her research has been published in journals such as Journal of Computer-Mediated Communication, Human Communication Research, and Communication Research.

Prof. Peng Hwa Ang is a Professor at Nanyang Technological University (NTU), Singapore researching and teaching media law, ethics, and Internet governance. He was a member of the Working Group on Internet Governance and co-founded and served as inaugural chair of the Global Internet Governance Academic Network (GigaNet) and Asia Pacific Regional Internet Governance Forum (APrIGF). He was President of the ICA 2016/17 and a Fellow in 2020.

Ingrid Bachmann is an Associate Professor in the School of Communications at Pontificia Universidad Católica de Chile, where she served as chair of the Journalism Department between 2016 and 2020. Currently she is the director of the Millennium Nucleus on Digital Inequalities and Opportunities, a research unit based in Chile, and president-elect of the International Communication Association (ICA). A former reporter, her teaching and scholarship addresses the role of news media in the definition of identities and meanings within the public sphere, with a focus on the intersections of news narratives, gender, and political participation. Her research appears in journals such as Digital Journalism, Feminist Media Studies, Journalism & Mass Communication Quarterly, International Journal of Public Opinion Research, and New Media & Society, among others, and she currently serves as Associate Editor of Annals of the International Communication Association.

Dr. Junhao Hong is a professor in the Department of Communication at State University of New York at Buffalo, U.S.A. In addition, he is a distinguished guest professor or invited researcher of various leading universities in mainland China, Hong Kong, Macao and Singapore. He is also an advisor, consultant, or affiliate of a number of major media organizations, government agencies, and think-tanks.
Dr. Hong received a Ph.D. in communication in 1995 from University of Texas at Austin, U.S.A. His main research areas include international communication and international politics, media and society, and impact of new media and new information/communication technologies. He has published a dozen scholarly books and 200 plus research articles in reputable academic journals. He was elected and served as president of Chinese Communication Association (CCA) and president of United Society of Chinese Studies in the United States (USCS), respectively.

Michael Latzer is a Full Professor of Communication at the Department of Communication and Media Research (IKMZ), University of Zurich, Switzerland, where he chairs the Media Change & Innovation Division. He holds an MSc in Business Informatics and a PhD in Political Science from the University of Vienna, Austria, and habilitated in Communication Science with a focus on the economics and politics of communication. His research covers media change, the internet and society, media convergence, internet economics, media policy, artificial intelligence, innovation research, technology assessment, and critical algorithm studies. He has held visiting positions and conducted research at leading institutions in the USA, Japan, France, and Austria. His work applies interdisciplinary approaches to examine the drivers of change, developmental trajectories, societal consequences, and the governance of media transformation. Tammy JihHsuan Lin is a distinguished professor in the College of Communication at Chengchi University in Taiwan. She is the Associate Editor of Journal of Computer-Mediated Communication (JCMC) and President of the Taiwan Academy for Information Association.

Tammy Lin received the first HTC VIVE in 2016 globally. She has led her research team to devote to VR research ever since. Her research focus on the immersive and interactive media including AI, virtual reality, digital games, and social media. She is interested in applying and employing communication technology to increase human psychological well-being and physical exercise.

She is the top 2% scientist in 2024. Her research has received top awards including the Meta VR/AR Policy Award, Excellence Research Award and Da-Yu Wu Young Scholar Research Award from Science and Technology Council in Taiwan. She was invited to be a speaker at the Meta Connect in 2024 and was invited to OECD to present a unique case of Taiwan regarding immersive education in 2024.

Associate Professor Natalie Pang is Head at the Communications and New Media Department (CNM), and thematic co-lead at the Centre for Computational Social Science and Humanities at the National University of Singapore (NUS). Her research and teaching lies at the intersection of technology and society, and she has authored and co-authored journal articles, book chapters, encyclopaedia entries, and commentaries in the areas of digital citizenship, digital well-being , and digital humanities. Her current research examines digital wellbeing of migrants, and environmental practices on digital platforms. She serves on the editorial board of Communication Theory, International Journal of Press/Politics, and Asian Journal of Communication. Other than academic service, she is also a member of the UNESCO Inclusive Policy Lab, and in Singapore, a member of the Media Literacy Council and Heritage Advisory Panel at the National Heritage Board.

Dr Crystal Jiang’s research focuses on cognitive processing and interpersonal dynamics in the contexts of health communication, persuasion and new media. Taking a socio-psychological perspective, she approaches human communication by focusing on cognitive and interpersonal factors or processes using a variety of quantitative research methods. Dr Jiang is particularly interested in investigating some of the cognitive processes that influence the course and conduct of persuasion, personal bonding, self-presentation, and information seeking, and how these processes are shaped by communication technologies and social norms.

Professor Yan Sui is currently the Convener of the Eighth Journalism and Communication Discipline Appraisal Group of the Academic Degrees Committee of the State Council, President of the Chinese Journalism History Society (a national first-tier academic society), and a Distinguished Changjiang Scholar Professor appointed by the Ministry of Education. He also serves as the Deputy Chair of the Academic Committee of the Communication University of China, Dean of the School of Journalism, and Editor-in-Chief of Modern Communication. Professor Sui has twice received the First Prize for Research Excellence from the Ministry of Education and has been selected twice for inclusion in the National Achievements Library of Philosophy and Social Sciences. His scholarly works have been translated into three monographs in four foreign languages, with two of his English books having been reprinted ten times. His research and knowledge transfer are supported by various governmental and non-profit funding sources as well as industrial partners spanning over telecommunication companies, financial institutions, digital marketing companies, and police forces. With over 80 publications, his work has received media attention and numerous academic and social impact awards. He serves as an Associate Editor for IEEE Transactions on Computational Social Systems and Frontiers in Blockchain. He is the director of CityUHK - China Unicom Joint Laboratory for Intelligent Scam Prevention.

Yi-Hui Christine Huang (Ph.D., University of Maryland) is Head and Chair Professor of Communication and Media at City University of Hong Kong and International Communication Association (ICA) Fellow. She was awarded the title of Senior Research Fellow by the Hong Kong Research Grants Council (RGC) in 2024. She has been committed to research on strategic communication, risk communication in health and technology, crisis communication, relationship management and conflict resolution, and cross-cultural communication. She serves as Editor of Communication and Society (TSSCI) and serves on the editorial boards of over 10 major SSCI journals, including Journal of Communication, Journal of Public Relations Research, and Public Relations Review.
