On 10 May the University Grants Committee (UGC) made an announcement concerning the Academic Development Proposals (ADPs) submitted by the eight UGC-funded institutions for the 2005-08 triennium. CityU’s proposal to make creative media a growth / priority area was endorsed. Out of the 840 second year intake top-up places that UGC allocated to the eight institutions, CityU received 210 places, the second largest number.

CityU's College of Higher Vocational Studies signed a collaborative agreement with Coventry University in the UK on 9 February to launch a Bachelor of Arts (Honours) in Business Information Technology. It is the first full-time top-up degree programme in IT and e-commerce related fields jointly put forth by the College's Division of Computer Studies and an overseas institution.

A technology-driven customer relationship management (CRM) laboratory was launched by City University's Division of Commerce on 29 April. NEC Hong Kong Limited donated equipment and software and will provide technical support. CityU's College of Higher Vocational Studies has signed an academic exchange agreement as well as a student exchange agreement with Nagasaki International University in Japan.
Securing a high degree of financial viability without sacrificing too much in quality is, perhaps, the most daunting challenge City University faces concerning self-financing Associate Degree (AD) programmes, once public funding for such programmes is withdrawn by the University Grants Committee (UGC).
Five enterprises signed an agreement of sponsorship with the College of Higher Vocational Studies on April 12. They would offer sponsorship of teaching software, project consultancy, staff training as well as possible student employment to the College's Division of Commerce by the agreement.
