What is the Unsolicited Electronic Messages Ordinance (UEMO)?
The UEMO, which fully commenced on 22 December 2007, has the objective to strike the right balance between respecting the rights of recipients and allowing the development of legitimate electronic marketing in Hong Kong. The UEMO regulates the sending of unsolicited commercial electronic messages by a Hong Kong company/organization through phone, short message service (SMS), multimedia message service (MMS), fax, or email. The Ordinance will cover any messages with a purpose of advertising, promoting, or offering any goods, services, business opportunity or the organizations themselves.
