CityU hosts symposium to explore GuangdongHong Kong cross-border environmental governance

Will “The Emission Trading Pilot Scheme for Thermal Power Plants in the Pearl River Delta Region” envisioned by HKSAR Chief Executive Donald Tsang enhance cross-border environmental co-operation and governance? What is the significance of emission trading as a measure of environmental governance? What will be the major challenges implementing emission trading? What lessons can be drawn from past emission trading schemes in mainland China?

 

At the Symposium, Dr Wang Jinnan, Vice-President of the Chinese Academy for Environmental Planning, State Environmental Protection Administration; Mr Esmond Lee, Deputy Director of the Environmental Protection Department, HKSAR; and several environmental experts from the mainland will explore the prospects of cross-border environmental governance.

 

Professor Julia Tao Lai Po-wah, Director of CityU’s Governance in Asia Research Centre, will also comment on this topic.
