The 18th Advanced Programme for Chinese Senior Judges
The Research Engagement Centre for Judicial Education and Research cum Identification of Hong Kong Law (JERI) at City University of Hong Kong (CityUHK) has collaborated with the Supreme People’s Court of the People’s Republic of China and its National Judges College since 2008. Together we have organized a number of programmes for Chinese judges and have educated elites in the field. The Opening Ceremony for Doctor of Juridical Science for Chinese Senior Judges, Master of Laws for Chinese Judges and Advanced Programme for Chinese Senior Judges 2025 was successfully held on 16 September 2025 at Benjamin & Anny Kwok Conference Room, CityUHK.

Prominent experts in the law field in Hong Kong and mainland China have attended the ceremony. The officiating guests included Ms. CHEN Chunmei, Vice-President of the National Judges College; Mr. ZHENG Rujun, Secretary of Committee for Discipline Inspection at National Judges College; Mr. LIU Chunhua, Director-General, Legal Department of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region of the People’s Republic of China (HKSAR); and Ms. ZHOU Qian, Director-General, Department of Treaty and Law of The Commissioner’s Office of China’s Foreign Ministry in the HKSAR.
In addition, we were also honoured to invite authorities from the Hong Kong government, Mr. LAM T K Paul, GBS, SC, JP, Secretary for Justice of Department of Justice; The Hon Martin LIAO Cheung-kong, GBM, GBS, JP, Member of the Legislative Council and non-official member of the Executive Council of the HKSAR; Ms. LAM Mei Sau, Linda, SBS, Chairperson of Equal Opportunities Commission. The ceremony was also officiated by local legal professionals including Mr. Roden M.L. TONG, President of The Law Society of Hong Kong; Ms. Eva SIT, SC, Vice Chairman of Hong Kong Bar Association; and Ms. LIU Changchun, Chairman of China Legal Service (Hong Kong) Ltd.
Mr. Michael NGAI CityUHK Council Chairman; Professor Chun-Sing LEE, CityUHK Provost and Deputy President; Professor Kevin DOWNING, CityUHK Council Secretary; and Professor LIN Feng, Dean of CityUHK School of Law, also attended and officiated the ceremony.

In her speech, Ms. CHEN Chunmei, expressed sincere gratitude to all colleagues of the CityUHK and School of Law, and thanked the organizations of the Central People's Government in Hong Kong and various sectors of the Hong Kong community for their long-standing support of nurturing mainland judges. Ms. CHEN put forward three expectations for the mainland judges participating in the programmes: First, to persist in applying knowledge to practice, closely integrating theoretical knowledge with judicial work. Second, to promote two-way exchange, contribute to the development of the discipline, and jointly advance the integration and innovation of legal theory and judicial practice. Finally, she hoped that the judges would be guided by serving national strategies, keenly grasp the pulse of the society, and conduct in-depth research on the legal obstacles to socio-economic development, thereby contributing to the development of rule of law. The National Judges College is committed to enhancing and expanding Chinese Judges Programmes with the CityUHK as always.

Mr. NGAI extended a warm welcome and heartfelt gratitude to all the distinguished guests, stating that he was deeply honoured to have gained the trust of the National Judges College and its emphasis on the great importance placed on the close collaboration with the CityUHK. This year marks the 18th anniversary of the partnership between CityUHK and the National Judges College in training mainland judicial talents. Mr. NGAI remarked, "I am confident that through the sincere cooperation between the National Judges College and CityUHK, our Chinese Judges Programmes will continue to keep pace with the times and strive for excellence, nurturing more judicial elites proficient in common law and international law for the country."

Mr. LAM first expressed gratitude to the CityUHK for the invitation and extended a welcome to the judges from the Chinese Mainland. Mr. LAM stated “Over the years, CityUHK, in particular the School of Law and the Research Engagement Centre for Judicial Education and Research cum Identification of Hong Kong Law, has collaborated with the Supreme People’s Court, the National Judges College and other institutions to organise training programmes of various forms and scopes for mainland judges. The results are obvious to all and their experience is unquestionable. I express my appreciation and gratitude for this.” He also expressed his hope that the judges would enhance their legal knowledge through classroom learning and exchange visits. And he wished for them to build friendships and embrace the vibrant culture of Hong Kong, ultimately becoming bridges connecting the legal systems of the two places upon completion of their studies.

Finally, Professor LIN conveyed his gratitude to the Supreme People's Court and the National Judges College for their trust in CityUHK. He thanked the University for its support of the School of Law and expressed appreciation for the consistent support from all the individuals and institutions that have helped us with the Chinese Judges programmes over the years. He expressed hope that the Chinese Judges Programmes would continue to foster exchanges between the legal communities of both places.
Welcoming dinner following the opening ceremony
The programme kicked off with a visit to the Legislative Council and exchange meeting with The Hon Andrew LEUNG Kwan-yuen, GBM, GBS, JP. During the two-week programme, 32 senior judges from 29 provinces, municipalities, and autonomous regions across mainland China have learnt about the legislative and judicial systems in Hong Kong through various visits. Visited organizations included the Liaison Office of the Central People's Government in the HKSAR; the Commissioner's Office of China’s Foreign Ministry in the HKSAR; High Court; the Court of Final Appeal; the Legislative Council; Department of Justice; the Correctional Services Department; the Customs and Excise Department; the Equal Opportunities Commission; Hong Kong Bar Association; the Law Society of Hong Kong, China Legal Service (Hong Kong) Ltd; and the Association of China-Appointed Attesting Officers Limited.
In addition, we were honoured to invite different legal professionals to meet and exchange views and ideas with the delegation of Chinese senior judges. The 18th Advanced Programme for Chinese Senior Judges successfully concluded on 26 September 2025. Participants of the programme enthusiastically joined the seminar held in the School of Law. The Chinese senior judges have concluded what they have learnt from the programme, as well as voiced their opinions and suggestions. The head of the delegation of this programme, Justice WU Tao, Vice President of the Higher People's Court of Sichuan Province, expressed his gratitude to the National Judges College and the CityUHK School of Law for the valuable opportunity at the closing ceremony.




香港城市大學司法教育與研究暨香港法律查明中心和法律學院聯同中華人民共和國最高人民法院和國家法官學院自2008年起合作舉辦中國法官課程,多年來培育不少司法精英為業界效力。而中國高級法官法學博士、中國法官法學碩士及中國高級法官研修班課程開班典禮2025亦於2025年9月16日在香港城市大學郭燦耀伉儷會議廳圓滿舉行。

當日來自兩地多位舉足輕重的法律權威蒞臨並主禮典禮,主禮嘉賓包括國家法官學院副院長陳春梅女士、國家法官學院紀委書記鄭汝軍先生、中央人民政府駐香港特別行政區聯絡辦公室法律部部長劉春華先生、中華人民共和國外交部駐香港特別行政區特派員公署條約法律部主任周倩女士。
另外,亦邀請到本地政府官員和法律界權威親臨典禮,主禮嘉賓包括香港律政司司長林定國資深大律師、香港特別行政區立法會議員及行政會議成員非官守議員廖長江先生、平等機會委員會主席林美秀女士、香港律師會會長湯文龍律師、香港大律師公會副主席薛日華資深大律師、中國法律服務(香港)有限公司董事長劉長春女士。

陳春梅女士致辭時向城大法律學院各位同仁表示衷心的感謝,並感謝中央駐港機構和香港社會各界長期以來對內地法官培訓事業與法院人才培養工作給予的關心和支持。陳女士對參加培訓班的內地法官提出三點期望:一是要堅持學以致用,將理論知識與審判實務緊密結合;其次,要促進雙向交流,助力學科發展,共同推動法學理論與司法實踐的融合創新。最後,希望法官學員們以服務國家戰略為導向,敏銳捕捉時代脈搏,深入研究制約經濟社會發展的法律瓶頸,為國家的法治建設添磚加瓦。國家法官學院願一如既往,與香港城市大學繼續深化合作,共同探索更具實效的培養模式。

最後,林峰教授致謝辭時感謝最高人民法院及國家法官學院對城大的信任,感謝城大對法律學院的支持,並感謝中央駐港機構、香港法定機構和香港法律界對我們項目的一貫支持,希望法官項目能繼續爲兩地法律界的交流作出貢獻。
典禮後的歡迎晚宴
在過去兩周,來自內地29個省市及自治區的32名高級法官在香港通過講座和參訪的形式,與本地司法界人士就普通法及香港司法體系等議題進行了深入的討論,進一步加深對兩地司法制度異同的認識。
本次研修班期間,法官學員在司法教育與研究暨香港法律查明中心與香港各司法機構的合作安排下,參訪了外交部駐港公署、中聯辦、終審法院、高等法院、立法會、律政司、懲教署、香港海關、平機會、香港大律師公會、香港律師會、中國法律服務﹙香港﹚有限公司以及中國委託公證人協會。
另外,司法教育與研究暨香港法律查明中心亦有幸邀請外交部駐港公署副特派員潘雲東先生、中聯辦法律部部長劉春華先生、立法會主席梁君彥先生、律政司副司長張國鈞先生、高等法院上訴法庭副庭長朱芬齡法官、高等法院原訟法庭歐陽浩榮法官、高等法院原訟法庭陸啟康法官、前律政司司長袁國強資深大律師、律政司法律政策專員梅基發先生、懲教署副署長吳超覺先生、香港海關檢控及管理支援科高級參事鄧惠顏女士、平機會主席林美秀女士、香港律師會會長湯文龍律師、香港大律師公會會長毛禮樂資深大律師、中國法律服務副董事長兼總經理趙振華先生、中國委託公證人主席許文傑律師及法律學院院長林峰教授等與內地法官進行交流。
最後,第十八屆中國高級法官研修班課程於 2025年 9月 26 日圓滿結束。學員們在城市大學法律學院參與座談會。參與者都十分投入,聚首一堂總結研修成果,並提出意見和建議。本次研修班團長四川省高級人民法院副院長吳濤法官在閉幕式上對國家法官學院和香港城市大學法律學院提供的寶貴研修機會表示感謝。
