With over 30 years of experience in the technology and innovation industries, Dr Toa Charm is dedicated to nurturing the next generation of entrepreneurs. His professional career, spanning global tech giants, multinational firms, and Cyberport, has given him a front-row seat to the evolution of the regional startup landscape. As a mentor for HK Tech 300, a large-scale flagship innovation and entrepreneurship programme launched by City University of Hong Kong (CityUHK), and the founding chairman of the DBA Alumni Association, he is committed to helping CityUHK students, faculty, and alumni navigate the challenges of building successful startups.
Driven by the long-term goal of transitioning into consulting and education, Dr Charm joined the DBA programme at CityUHK in 2008. DBA programmes were still relatively unknown at the time, but a strong research focus and distinguished faculty in technology and innovation made CityUHK’s programme stand out. What made the experience especially distinctive, he recalls, was the programme’s emphasis on critical thinking and research methodology. A key lesson that continues to guide him came from a simple but powerful question: “Why should I believe you?” He also highlights the value of “learning partners” and a culture of peer support that has helped him overcome challenges, and he uses the insights he acquired during the DBA programme to influence how he leads and supports others.
Dr Charm actively contributes to Hong Kong’s entrepreneurial ecosystem as a HK Tech 300 mentor, supporting what he regards as one of the city’s most transformative startup initiatives. Beyond his work in Hong Kong, he also guides startups across the Greater Bay Area and beyond, applying his deep expertise in AI, Big Data, and Fintech to accelerate their growth and success. Equally important is corporate innovation, which he sees as vital for sustained success. Dr Charm advises and trains business leaders to foster a culture of continuous innovation, enabling companies to embrace collaboration with startups and address real-world challenges. By leveraging his experience in both corporate transformation and startup development, he bridges the two worlds—unlocking synergies and maximising the impact of innovation for businesses and entrepreneurs alike.
As a mentor, Dr Charm connects startups with enterprises, investors and partners, helping them bridge the gap between innovation and implementation. While many assume that funding is the major obstacle for new ventures, he believes the real challenge lies in proving value. He urges entrepreneurs to engage directly with industry to develop solutions to real-world problems. In an age where AI handles many technical tasks, he stresses soft skills such as clear communication, customer insight, and relationship building.
His commitment to nurturing talent extends beyond mentorship. Dr Charm was key to establishing the DBA Alumni Association and now serves as its Chairman. He is focused on building a strong foundation for future cohorts, with initiatives that include distinguished speaker series, alumni publications, study trips, and executive education programmes led by DBA graduates. These efforts create a dynamic network that bridges academia, industry, and public service.
Dr Charm believes now is the time to build the structures and culture that future leaders can inherit. He aims to embed the “DNA” of community-building and innovation into the Association. He hopes to step back from this leadership position within five to ten years, confident that the next generation will maintain the momentum.
Dr Charm’s guiding philosophy is rooted in the idea of empowerment. Inspired by the adage that teaching someone to fish is better than simply giving them one, he believes in using his knowledge, resources, and connections to empower others to succeed independently, even when he is no longer there to guide them.
