Project

Improving Hong Kong’s Maritime Services: A Critical Assessment and Optimisation of Admiralty Enforcement Including Ship Arrest and Limitation of Liability Procedure

Duties

The project will collect and analyse Admiralty forms from the Hong Kong High Court Registry as well as from Singapore and the Maritime Courts of the PRC.  The forms will be categorised and the changes in the number of forms with time will be related to market and ship activity changes at global, regional and local scales.  The Hong Kong arrest system will be compared with the corresponding systems in the Guangzhou Maritime Court and Singapore on the basis of specific criteria and by reference to the legal and procedural framework and in the context of underlying company and liquidation law arrangements.  The project will further assess the role of alternative security arrangements in the reduction of applications for ship arrests.  Semi-structured interviews with shipping professionals will be the basis of this latter part.

The applicant will be responsible for:

  1. Organising and conducting the semi-structured interviews;
  2. Collecting the necessary data for the comparative and quantitative analysis; and
  3. Performing any other duties as assigned by the Principal Investigator.


Requirements

A PhD degree (preferably in Law/Social Sciences/Data Analysis), with no more than 3 years’ experience after the award of a PhD degree, and excellent English language skills are required.

The following skills would be advantageous but not essential:

  1. Ability to read and translate PRC law and court decisions;
  2. Knowledge of maritime law;
  3. Previous experience in semi-structured interviews; and
  4. Knowledge of regression analysis.


There is flexibility in the start date of the position.

Salary offered will be highly competitive, commensurate with qualifications and experience.  Fringe benefits include leave, medical and dental consultations at the campus clinic.
