Shenzhen-Hong Kong-Guangzhou science and technology cluster ranks top globally; CityUHK continues to facilitate Hong Kong in I&T development

The World Intellectual Property Organization (WIPO) today (1 September) released the Top 100 Innovation Cluster Ranking 2025 of the Global Innovation Index (GII), among which the Shenzhen-Hong Kong-Guangzhou cluster secures the top spot globally.

City University of Hong Kong (CityUHK) extends its warmest congratulations for this remarkable achievement and reaffirms its commitment to leading innovative research, fostering the development of the innovation and technology ecosystem in Hong Kong and the Greater Bay Area (GBA).

CityUHK has consistently supported the Hong Kong Special Administrative Region (HKSAR) Government’s initiatives to advance research and innovation. Through its large-scale flagship innovation and entrepreneurship programme, HK Tech 300, CityUHK drives the transformation of innovative ideas and research outcomes into practical applications, empowering aspiring entrepreneurs—including CityUHK students, alumni, researchers, and others—to establish startups and embark on their entrepreneurial journeys.

Since its launch in 2021, the programme has nurtured over 1000 start-ups, with more than 200 securing angel fund investments of up to HK$1 million. The programme’s investments have attracted nearly 5 times their value in external funding.

Building on the success of HK Tech 300, CityUHK established the Academy of Innovation last year, offering comprehensive entrepreneurship courses focused on nurturing hard-tech start-ups driven by patented technologies, guiding them from ideation to becoming mature technology companies.

Professor Michael Yang Mengsu, Senior Vice-President (Innovation and Enterprise) of CityUHK said, “CityUHK wholeheartedly celebrates Hong Kong’s recent international achievements in innovation and technology, which underscore the city’s pivotal role in research, technological development, and industrial applications.”

“The University will continue to align with national policies and collaborate with the HKSAR Government to promote industry-academia-research partnerships, strengthen the local innovation ecosystem, nurture young entrepreneurs, and incubate tech startups, contributing to the nation’s innovative research advancements,” added Professor Yang.

CityUHK has secured the top position in “Industry” indicator in the Times Higher Education (THE) World University Rankings for two consecutive years, achieving a perfect score, which reflects its strong commitment to building a vibrant innovation and entrepreneurship ecosystem across Hong Kong, mainland China, and internationally.

Through HK Tech 300 programme, CityUHK has partnered with 12 mainland cities to launch the National Start-up Competition. In addition, CityUHK has joined forces with over a dozen top universities from eight Belt and Road countries to co-organise the International Start-up Competition.

Furthermore, with the establishment of CityUHK (Dongguan), CityUHK is actively deepening collaborations with mainland enterprises and research institutions, contributing to the GBA’s innovation ecosystem.

The Innovation Cluster Ranking are established through the analysis of patent-filing activity, scientific article publication, and —newly added this year— venture capital (VC) activity, which reflects the vibrancy of a region’s innovation and investment ecosystem to measure the innovative capabilities of various cities/regions worldwide.
