CityUHK welcomes appointments and re-appointments for Council and Court
City University of Hong Kong (CityUHK) is proud to welcome the appointment of new Council and Court members for a term of three years, effective from 1 January 2026. The appointments and re-appointments were made by Mr John Lee Ka-chiu, Chief Executive of the Government of the Hong Kong Special Administrative Region of the People’s Republic of China, in his capacity as the Chancellor of CityUHK.
Mr David Ho Chi-hoo, BBS, JP, has been appointed as Deputy Chairman of the Council. Mr Ho is an outstanding business leader, currently serving as Chairman of the DH Group and Chief Executive Officer of Macy’s Candies Limited, with more than 30 years of management and investment experience. He was appointed as a CityUHK Council member in 2020 and has served the University with his professional expertise for many years.
Mr Ho actively participates in community service. He previously served as Chairman of Po Leung Kuk and as a member of the Po Leung Kuk Advisory Board. He is the Committee Member (Import & Export) of the Election Committee, Founder and Chairman of the National History Education Centre (Hong Kong) and Concentratic Education Foundation (Hong Kong) Limited, Honorary Court Member of Hong Kong Baptist University, Vice-Chairman of the Hong Kong Volunteers Association, and Counsellor of the Hong Kong United Youth Association.
In addition, the Chief Executive of the Government of the HKSAR has appointed the following four outstanding members from the professional community as members of the CityUHK Council for a term of three years, effective from 1 January 2026:
- Ms Alison May Chan Wun-sheung;
- Dr Steve Chuang Tzu-hsiung, JP;
- Dr Tony Ko Pat-sing, JP; and
- Mr Gary Lock Wai-tak.
Ms Chan is currently Chief Operating Officer of Chow Tai Fook Enterprises Limited (CTFE), leading the company’s global investment and strategic initiatives across more than 35 countries. She has extensive international experience in investment banking and wealth management, having held senior leadership roles at Standard Chartered Bank, Merrill Lynch, and UBS. Ms Chan actively contributes to community service as a Founding Member of CTFE Social Solutions — CTFE’s philanthropic platform — and as Director of the Hong Kong Sea School.
Dr Chuang is currently Founding Chairman of the Hong Kong New Industrialisation Development Alliance and Chairman and CEO of ProVista Group. As a CityUHK alumnus, he has served the University as a Board Governor of the CityUHK Foundation and Convenor of the Steering Committee of the City University Industrial and Business Leaders Circle. He has also served as Chairman of the Federation of Hong Kong Industries between 2023 and 2025, leading the development of the innovation, technology, and industrial sectors.
Dr Ko is a physician by background and a specialist in geriatric medicine. He served as Chief Executive of the Hospital Authority (HA) from 2019 to 2025. Transitioning from clinical medicine to health services management in 2008, he held various senior roles at the HA Head Office. He was later appointed Hospital Chief Executive of Pok Oi Hospital in 2012, Cluster Chief Executive of New Territories West Cluster in 2014, and Director of Cluster Services in 2018. Dr Ko stepped down as Chief Executive of the HA in July this year.
Mr Lock is a partner at King & Wood Mallesons in Hong Kong, specialising in mergers and acquisitions (M&A), corporate finance, and capital markets. With over 30 years of experience in corporate finance and M&A transactions across Shanghai, Beijing, and Hong Kong, he is recognised as one of Hong Kong’s leading M&A lawyers. He also serves as a member of the Finance Committee of The Chinese Medicine Hospital of Hong Kong and as Deputy Chairman of the Clearwater Bay Golf & Country Club.
In addition, Mr Edward Ho Man-tat, has been re-appointed for another term of three years.
The Chief Executive of the Government of the HKSAR and the CityUHK Council also appointed or reappointed the following members to the Court for a term of three years, effective 1 January 2026.
A new appointment to the Court is:
- Mr Hui Ching-lau, CEO of the Hengan Group
The re-appointments to the Court are:
- Mr Lau Tat-chuen; and
- Dr Allen Shi Lop-tak, SBS, MH
CityUHK would also like to take this opportunity to thank the retiring Deputy Chairman of the Council, Ms Lilian Chiang Sui-fook, MH, and the retiring members of the Council, Dr Leung Pak-yin, SBS, JP, Dr Raymond Leung Siu-hong, and Mr Joseph Tse Lap-bun, for their valuable contributions and services to the University over the years.
