CityUHK announces four Honorary Fellows
City University of Hong Kong (CityUHK) will confer Honorary Fellowships on four distinguished individuals, namely Dr Michael Chan Wing-ming, Ms Lilian Chiang Sui-fook, MH, Dr Leung Pak-yin, SBS, JP, and Mr Joseph Tse Lap Bun, in recognition of their outstanding contributions to the University and society. The Honorary Fellowship Presentation Ceremony will be held in September.
Dr Michael Chan Wing-ming is a distinguished entrepreneur, musician and philanthropist. As Chairman of Chanson Asia Limited, he has demonstrated exceptional business acumen and leadership, guiding the Group’s steady growth and establishing a diversified sales network comprising more than 300 retail outlets, authorised distributors and e-commerce platforms across the Chinese Mainland. He is also deeply committed to charitable causes and social well-being. His humanitarian and philanthropic contributions have been widely recognised, earning him the Albert Schweitzer Medal of Honour for Humanitarian Merit and the Grand Cross Silver Medal of Honour.
An accomplished cellist, Dr Chan has performed in the Chinese Mainland, the United States, Hong Kong and Austria. In 2019, he was invited to perform Haydn’s Cello Concerto at the prestigious Golden Hall (Musikverein) in Vienna. Believing that the arts should serve society, he has actively participated in charity performances and public welfare initiatives while supporting education, healthcare, poverty alleviation and youth development.
Dr Chan has also been a longstanding supporter of CityUHK’s commitment to sports and whole-person education. Through his support for student development and University’s strategic initiatives, he has helped create a more enriching environment for learning and personal growth, inspiring students to pursue excellence in academics, sports and character development.
Ms Lilian Chiang Sui-fook is a distinguished legal professional and currently serves as Senior Partner and Head of the Property Department at Deacons. Throughout her legal career, she has contributed significantly to Hong Kong’s property sector, advising on key real estate deals and development projects involving acquisitions, leasing, land development, financing and regulatory matters. Her expertise and leadership have played an important role in advancing both the legal profession and the real estate industry.
In addition to her professional accomplishments, Ms Chiang has devoted considerable efforts to public service. She has served as Chair of The Law Society of Hong Kong’s Property Committee, a member of the Securities and Futures Commission’s Committee on Real Estate Investment Trusts, and a member of the Election Committee. She is also a representative of the Law Society on the Land Titles Ordinance Steering Committee of the HKSAR which is responsible for transforming Hong Kong’s land system from deed registration to title registration. The Land Titles Ordinance will come into effect in 2027 and is a milestone in the development of Hong Kong’s land holding system, providing certainty in land ownership. In recognition of her distinguished service to the community and the profession, she was awarded the Medal of Honour by the HKSAR Government in 2023.
Ms Chiang has maintained a close and longstanding relationship with CityUHK. She has served as a CityUHK Council member since 2014 and as Deputy Chairman of the Council from 2020 to 2025, during which she made significant contributions to the University’s governance and strategic development. She also served as Chairman of the HR Sub-Committee and as a member of the Nominations Committee and currently serves on the Court of CityUHK.
Dr Leung Pak-yin is a prominent leader in public health and healthcare management in Hong Kong. After completing his medical training at the University of New South Wales in Australia, he returned to Hong Kong in 1985 and embarked on a distinguished career in public service, holding a number of key positions in healthcare and public health administration.
In 2004, Dr Leung set up the Centre for Health Protection and served as its inaugural Controller, laying the foundation for Hong Kong’s modern public health and disease prevention system. He joined the Hospital Authority in 2007 and served as its Chief Executive from 2010 to 2019, overseeing the operations of Hong Kong’s 43 public hospitals and associated healthcare institutions. During his tenure, he championed improvements in patient safety, service quality and healthcare governance. In recognition of his outstanding contributions to public healthcare, he was awarded the Silver Bauhinia Star by the HKSAR Government in 2020.
A strong advocate for higher education and medical innovation, Dr Leung served as a CityUHK Council member, a member of its Executive Committee, and Chairman of its Human Resources Committee from 2020 to 2025. He also served as Chairman of the Boards of Directors of CityU Veterinary Health Group Company Limited and CityU Veterinary Diagnostic Laboratory Company Limited, playing a pivotal role in advancing the University's veterinary education and animal healthcare initiatives. He currently serves on the Advisory Committee of the CityUHK Institute of Digital Medicine, supporting the University’s efforts in medical innovation and research.
Mr Joseph Tse Lap Bun is a fintech entrepreneur and legal professional. After a successful career as a partner of an international law firm, he embarked on an entrepreneurial journey and founded XYD Financial Services Holding Limited in Chongqing in 2015. Leveraging artificial intelligence, big data and other advanced technologies, the company provides efficient and accessible financing solutions for small and micro enterprises, contributing to the development of inclusive finance.
Under Mr Tse’s leadership, XYD Financial Services has earned widespread industry recognition. In 2020, the company received the Product Innovation of the Year Platinum Award from the Global SME Finance Forum, organised by the International Finance Corporation under the World Bank Group.
Beyond his achievements in fintech, Mr Tse is deeply committed to education and youth development. Believing that education has the power to transform lives, he has consistently supported students’ learning and personal growth while sharing his professional expertise and entrepreneurial experience to inspire young people to innovate and strive for excellence.
Mr Tse has been a strong supporter of CityUHK over the years. From 2020 to 2025, he served as a member of the Council and sat on several of its committees, including the Executive Committee, and is currently a member of the Court. He established the Joseph L B Tse Scholarships and XYD Scholarships and contributed to the creation of an endowment fund that supports student learning, innovation and entrepreneurship, as well as international exchange opportunities. Through these initiatives, he has helped nurture future leaders and innovators, empowering young people to realise their full potential and make meaningful contributions to society.
