School of Law Graduate Zhang Lingling Elected as Judge of the United Nations Appeals Tribunal
CityUHK School of Law is proud to share that Judge ZHANG Lingling, our distinguished alumna of Master of Laws (LLM) Programme for Chinese Judges (2010 cohort) was elected with the highest number of votes as judge of the United Nations Appeals Tribunal for a seven-year term commencing on 1 July 2026. She was recommended by the Internal Justice Council for the election of judicial position in the United Nations Appeals Tribunal held at the 80th Session of the United Nations General Assembly and was the sole candidate from the Asia-Pacific region in this election.
Judge Zhang Lingling obtained a degree of Master of Laws (LLM) in Common Law from School of Law, City University of Hong Kong in 2012. She has served as a senior judge at the Supreme People's Court of the People's Republic of China for 15 years, participated in adjudicating thousands of cases, drafted numerous judicial interpretations, and authored over 60 legal papers and monographs.
The United Nations Appeals Tribunal was established in 2009 by the General Assembly resolution 62/228 and has seven judges, all of whom are based at the UN headquarters in New York. As important part of the UN internal justice system, the tribunal plays a key role in safeguarding the legitimate rights and interests of UN staff members and promoting the effective functioning of the UN system on the basis of the rule of law.

城大法律學院欣然宣佈,香港城市大學中國法官法學碩士課程2010級校友張玲玲法官以第一高票當選聯合國上訴法庭法官,任期7年,將於2026年7月1日開始。她經聯合國內部司法理事會推薦參選上訴法庭法官,是第80屆聯合國大會的上訴法庭法官選舉中唯一來自亞太地區的候選人。
張玲玲法官於2012年獲得香港城市大學法律學院法學碩士(普通法)學位。她在中華人民共和國最高人民法院擔任高級法官 15年,參與審理數千宗各類案件,曾起草多部司法解釋,並發表 60多篇法學論文和專著。
聯合國上訴法庭根據聯大第62/228號決議於2009年設立,共有7名法官,均在紐約聯合國總部辦公,是聯合國內部司法系統的重要機構,為維護聯合國工作人員合法權益、促進聯合國系統在法治基礎上有效運轉發揮重要作用。
