Internal Research Workshop at CEPU Featured CityUHK School of Law Public Policy Research Project on “E-awards”

On 14 January 2026, an Internal Research Workshop was held at the Chief Executive’s Policy Unit (CEPU), marking the commencement of the Public Policy Research Funding Scheme (PPRFS) project led by Professor Julien CHAISSE (Principal Investigator), School of Law, City University of Hong Kong.

Professor Chaisse presented the project “Making E-awards Work: Hong Kong at the Forefront of Digital Arbitration” at the workshop, discussing how legal reforms and secure technology can support the effective use of electronic arbitral awards (“e-awards”) and help reinforce Hong Kong’s role as a preferred seat for international dispute resolution.

As an initial stakeholder-engagement meeting for the project, the workshop convened senior government representatives from CEPU and the Department of Justice, and leading figures from across the legal, technology and business communities, including specialists in arbitration, mediation and digital dispute resolution, to examine the feasibility and implementation pathway for e-awards and Hong Kong’s future development in digital arbitration.

2026年1月14日,特首政策組舉行內部研討會,標誌著由香港城市大學法律學院夏竹立教授擔任首席研究員的公共政策研究項目正式啟動。

研討會上,夏教授向與會者介紹了題為《Making E-awards Work: Hong Kong at the Forefront of Digital Arbitration》的研究項目,分析法律改革和安全技術如何支持電子仲裁裁決的有效運用,進而鞏固香港作為國際仲裁中心的地位。

本次研討會作為該研究的首次持份者交流會議,匯聚了特首政策組及律政司代表,以及包括仲裁、調解與數碼爭議解決領域專家的法律、科技與商界代表,共同探討電子仲裁裁決的可行性與實施路徑,以及香港在數碼仲裁領域的未來發展。
