International Law on Campus
On 29 September 2025, the International Law Enters Campus event, organized by the School of Law Research Centre for Chinese and Comparative Law (“CCCL”) of the School of Law, City University of Hong Kong (“CityUHK”), was held at the School of Law. The event featured three senior diplomats from the Ministry of Foreign Affairs (“MFA”) of the People’s Republic of China, all with extensive experience in international negotiations, who shared insights into the latest developments in international law and China’s active participation in relevant negotiations and proceedings before the International Court of Justice. Their talks focused on major issues including climate change, the law of the sea, the ICJ’s advisory opinion on Palestine, and efforts to combat plastic pollution.
The event was moderated by Professor Wang Jiangyu, Director of CCCL. Professor Lin Feng, Dean of the School of Law and Chair Professor of Basic Law at CityUHK, attended and delivered welcoming remarks to guests and participants. Later, Professor Anderson Shum, Vice-President (Research) of CityUHK, also met with the keynote speakers and representatives of the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR (“OCMFA”) and delivered remarks of welcome.
The event centered on pressing issues of international concern. Mr. Shang Zhen, Special Representative for Climate Change Negotiations and Counsellor of the Treaty and Law Department of the MFA, opened with reflections on the tenth anniversary of the Paris Agreement. He reviewed its important trajectory and significance within the international climate law framework, analyzed its role in promoting sustainable development, energy transition, and emissions reduction, and highlighted China's achievements and contributions in advancing green, low-carbon development and global governance.
Ms. Huang Yingni, Division Director of the Department of Treaty and Law (Ocean and Polar Affairs) of the MFA, followed by drawing on her first-hand experience to review negotiations of the Agreement on Marine Biodiversity of Areas Beyond National Jurisdiction (BBNJ Agreement). She elaborated on the negotiation's focal points and challenges, China’s position and role in the multilateral process, and offered in-depth perspectives on prospects for future cooperation.
Mr. Wei Xin, Deputy Director of the Department of Treaty and Law of the MFA, then provided analysis of the ICJ advisory opinion on Palestine and the ongoing negotiations for an international treaty to combat plastic pollution. From an international law perspective, he assessed their potential impact on the global governance landscape and outlined China’s contributions in these processes.
The event drew participation from numerous legal officers and scholars from Mainland China and Hong Kong. Representatives of the MFA, OCMFA, and CityUHK faculty and students engaged in lively exchanges on the future of international rule of law. The discussion was characterized by active questioning, insightful remarks, and mutual interaction between guests and students, making it both substantive and inspiring.
The event also gathered a strong delegation of officials from the OCMFA and the Hong Kong SAR Government, who interacted with academia on frontier topics of international law. The OCMFA delegation was led by Ms. Zhou Qian, Counsellor, Director of the Department of Treaty and Law, accompanied by First Secretary Ms. Cui Hongyu and Second Secretary Ms. Chen Xinyao. Representatives from various HKSAR government departments also attended, including the Department of Justice, the Constitutional and Mainland Affairs Bureau, the Environment and Ecology Bureau, the Transport and Logistics Bureau, and the Commerce and Economic Development Bureau. Among them were Ms. Tam Hiu Yu, Assistant Secretary of the Constitutional and Mainland Affairs Bureau; Ms. Fung Bun Bun, Deputy Principal Government Counsel of the DoJ, and Ms. Kiang Wun Qing, Senior Government Counsel of the DoJ; as well as Ms. Tsang Ka Yi, Assistant Secretary for the Environment and Ecology Bureau; Dr. Choi Man Yee, Senior Environmental Protection Officer; and Mr. Suen Pak Hang, Environmental Protection Officer. The Transport and Logistics Bureau was represented by Ms. Cheng Sze Ling, Principal Assistant Secretary, and Ms. Chung Hiu Wah, Assistant Secretary. The Commerce and Economic Development Bureau was represented by Assistant Secretaries Ms. Chan Tse Kwan and Ms. Cheung Shin.
From City University of Hong Kong, Dean and Chair Professor of Basic Law Lin Feng, Professor Wang Jiangyu, Professor Fozia Nazir Lone, Professor Fang Meng, and Professor Yu Chen also attended and actively engaged with students. The presence of such a diverse group of practitioners and academics fostered meaningful dialogue, enriching both the breadth and depth of discussion, and underscored the academic value and exchange significance of the “International Law on Campus” series.
The event concluded on a cordial note. Participants widely agreed that the initiative not only deepened understanding of the latest developments in international law and multilateral governance but also created a vital platform for exchange between academia and practice. It further highlighted CityUHK and CCCL’s active role in advancing scholarly dialogue and talent cultivation in the field of international law.
2025年9月29日,由香港城市大學法律學院中國法與比較法研究中心主辦的「國際法進校園」活動在香港城市大學法律學院隆重舉行。本次活動特別邀請中華人民共和國外交部三位長期參與國際談判的外交官,圍繞氣候變化、海洋法、國際法院關於巴勒斯坦的諮詢意見,以及防治塑料污染等重大議題,分享國際法的最新進展與中國在相關談判及國際法院相關程序中的積極參與。
活動由中國法與比較法研究中心主任王江雨教授主持,香港城市大學法律學院院長及基本法講座教授林峰教授出席並致辭,向嘉賓和全場師生表示熱烈歡迎。其後,香港城市大學副校長(研究)岑浩璋教授亦會見主講嘉賓及外交部駐港特派員公署代表,並致歡迎辭。
整場活動圍繞國際社會高度關注的前沿議題展開。首先,外交部氣候變化談判特別代表、條法司參贊商震先生以《巴黎協定》簽署十周年為切入點,回顧了該協定在國際氣候變化法律體系中的重要歷程與深遠意義,並分析其在推動全球可持續發展、推進能源轉型、加強減排行動等方面所取得的成就。同時,他也展望了未來全球氣候治理的發展方向,並介紹了中國在推進綠色低碳發展和參與國際治理方面的重要成果與貢獻。
隨後,外交部條法司海洋法和極地事務處處長黃穎妮女士結合實務經驗,介紹了《國家管轄範圍以外海域海洋生物多樣性協定》(BBNJ 協定)的談判情況。她詳細闡述了談判過程中的主要焦點、挑戰以及中國在相關多邊進程中的立場和角色,並對未來合作的方向作出了深入分析。
最後,外交部條法司副處長魏鑫先生則就國際法院關於巴勒斯坦的相關諮詢意見,以及正在進行的防治塑料污染國際公約談判情況作出解讀。他從專業的國際法視角出發,分析了這些議題可能對全球治理格局帶來的深遠影響,並分享了中國在其中的參與和貢獻。
本次活動吸引了來自內地與香港的多位法律實務官員和學者參與。外交部及外交部駐港公署的代表與香港城市大學的師生,共同就國際法治的未來發展展開了熱烈交流。會場氣氛活躍,嘉賓的真知灼見與師生的積極提問相互呼應,使討論既具深度又富啟發性。
本次活動匯聚了多位來自外交部駐港特派員公署與香港特區政府的官員,共同與學界代表就國際法前沿議題展開深入交流。外交公署條法部主任周倩參贊率團出席,成員包括崔宏宇一等秘書與陳昕瑤二等秘書。特區政府各部門代表亦積極參與,涵蓋律政司、政制及內地事務局、環境及生態局、運輸及物流局,以及商務及經濟發展局。與會者中有政制及內地事務局助理秘書長譚曉瑜女士,律政司的副首席政府律師馮奔奔女士和高級政府律師姜文晴女士;環境及生態局則派出助理秘書長曾嘉怡女士、高級環境保護主任蔡敏儀博士與環境保護主任孫栢桁先生;運輸及物流局由首席助理秘書長鄭思翎女士和助理秘書長鍾曉樺女士參與;商務及經濟發展局則派出助理秘書長陳芷筠女士與張善女士出席。
香港城市大學方面,法律學院院長及基本法講座教授林峰教授、中國法與比較法研究中心主任王江雨教授、公法與人權論壇副主任 Fozia Nazir Lone 教授,以及方萌教授和于琛教授亦到場,並與學生積極互動。整場活動不僅促進了官員、學者與師生之間的對話,也使討論更具廣度與深度,充分體現了「國際法進校園」活動的學術價值與交流意義。
活動最後在融洽的氛圍中圓滿結束。與會者普遍表示,此次「國際法進校園」活動不僅加深了大家對國際法最新發展與多邊治理進程的理解,也為學界與實務界之間的交流搭建了重要平台,進一步展現了香港城市大學法律學院中國法與比較法研究中心在推動國際法學術交流和人才培養方面的積極努力。
