Scarlet’s aspiration has always been to be an legal educator and pro bono lawyer, and serve those in need with her legal education and skills. Scarlet received both legal and theological education at the University of Hong Kong (LLB, PCLL), Yale University Law School (LLM) and Gordon Conwell Theological Seminary, U.S.A. Admitted as a solicitor in Hong Kong and the UK, Scarlet practised as a litigation lawyer at Baker & McKenzie, an international law firm in Hong Kong, before becoming a law lecturer and currently Adjunct Professor at CityU School of Law.

With such training and experience, Scarlet has been doing public services both in Hong Kong and theU.S.A. Such public services include, inter alia, providing free legal services to the poor at the Community Legal Services Clinic at Yale Law School,helping domestic violence victims as a legal advocate in Massachusetts,  as well as organising and directing an outreach and mentoring programme for underprivileged children and youths in Beverly, Salem and Lynn, Massachusetts.

It has always been Scarlet’s passion to help and mentor children and young people from underprivileged background through providing direct services and cultivate in her students the same commitment to public services. Hence, in 2015, Scarlet founded the Children’s Welfare Law and Services Network. Besides conducting legal research relating to children’s law, the Network helped mobilise and recruit students and alumni from CityU, Hong Kong University and Chinese University to do voluntary services for abused and underprivileged children. For example, in the past years, Scarlet had been sponsoring and co-organising with Christian Family Services Centre Christmas parties and visits to the Hong Kong Book Fair for children of domestic violence victims and mobilised student volunteers to participate and mentor these children during these events.

Apart from having been teaching various law subjects to LLB, PCLL and non-law students including tort law, contract law, consumer law, civil litigation, personal injuries and family law practice, etc., Scarlet is a published author of legal journals and book chapters such as the “The Legal System of the Hong Kong SAR”, “Contract Law” and “Tort Law” chapters in Business Law in Hong Kong, published by Sweet & Maxwell Asia.

Currently, Scarlet is Adjunct Professor at CityU and Consultant Solicitor at a local law firm. She is also the Director of CityU School of Law Students’ Professional Development and Public Service Programme. In terms of professional development, Scarlet’s ultimate goal is to help young people find their life vocations. Hence, she has been giving/organising talks for law students on career options and self-understanding, creating opportunities for students to meet with members of the legal profession, helping them secure employment as well as providing individualised career and graduate study advice since she first joined CityU in 2000. Besides, Scarlet views as essential to train not only the hands and minds but also the hearts of law students and her vision is to encourage law students to engage more in public services and voluntary work through the establishment of the Public Service Programme.
