Professor Kenneth Leung BBS, JP Shares Insights on Waste Reduction Policy in Wen Wei Po Feature

In a recent feature published by Wen Wei Po, a local newspaper, Prof. Kenneth Leung, BBS, JP, Affiliate Faculty Member of the School of Energy and Environment (SEE) at City University of Hong Kong (CityUHK), offered his expert perspective on Hong Kong’s waste reduction strategy and the proposed municipal solid waste (MSW) charging scheme.

The article summarized findings from a large-scale public survey conducted across three major platforms, which gathered over 75,000 responses. While more than 90% of respondents supported waste reduction and recycling, over 80% expressed reservations about implementing waste charges at this stage, citing economic recovery concerns and the need for stronger infrastructure and public readiness.

Waste Reduction Policy

Prof. Leung, who also serves as Associate Dean (Outreach and Internationalisation) of College of Science and Director of the State Key Laboratory of Marine Environmental Health, emphasized that education and incentive-based approaches have already shown encouraging results. He highlighted that many citizens are actively participating in recycling through initiatives such as “Green@Community” participation scheme.

“We should continue to strengthen public engagement through education and rewards, which have proven effective in easing the pressure on waste management,” said Prof. Leung. “At this stage, there is no urgency to implement the waste charging policy.”

He also expressed confidence in Hong Kong’s future capacity to process solid waste more efficiently, particularly with the development of “waste-to-energy” facilities.

Prof. Leung’s insights reflect SEE’s dedication to advancing sustainability through research-informed policy and public engagement. His contribution to this public discourse highlights the importance of balancing environmental goals with community support and infrastructure development.
