Thai Judges Delegation Visits School of Law for Asia-Pacific IP Dialogue on AI and Copyright
On 5 September 2025, the School of Law of City University of Hong Kong hosted a group of 32 Thai judges led by the Office of the Judiciary of Thailand, who participated in the Asia-Pacific IP Dialogue Series co-organized with Asian Pacific Copyright Association (APCA). The event, titled "Reviving ‘Computer-generated Works’: Should Hong Kong Copyright Law Adapt the Rule to Harness AI Opportunities?", provided a platform for in-depth discussion on the implications of artificial intelligence in copyright law and how Hong Kong should respond.
The session began with a warm welcome speech delivered by Prof. Lin Feng, Dean and Chair Professor of Basic Law. Prof. Chen Yang, Assistant Professor at the School of Law, followed with an inspiring presentation, while Prof. He Tianxiang, Associate Professor at the School of Law and President of the APCA, moderated the discussion.
The event also featured engaging commentary from three Thai judges:
- Isaraporn Burana-At, Junior Judge, Acting Judge of the Kalasin Provincial Court
- Phasit Watcharakorn, Junior Judge, Acting Judge of the Kalasin Provincial Court
- Pawita Boonliang, Junior Judge, Acting Judge of the Fang Provincial Court.
The hybrid format of the talk allowed participants from around the world to join via Zoom as well.
This event was a great opportunity for participants to share ideas across borders and learn how places like Hong Kong could update their copyright laws to make the most of AI-generated works. The Thai judges and other attendees gained a lot from the expert knowledge and different views shared during the discussion.
The School of Law continues to serve as a hub for meaningful conversations on pressing legal issues, strengthening its ties with the international legal community.
2025年9月5日，香港城市大學法律學院接待了來自泰國、由泰國最高法院帶隊的32位法官，他們參加了城大法律學院與亞太版權協會（APCA）合辦的亞太知識產權對話系列活動。本次活動主題為「重塑‘電腦生成作品’：香港版權法是否應調整規則以把握人工智能機遇？」，為深入探討人工智能在版權法中的影響提供了一個重要的平台。
活動由法律學院院長及基本法講座教授林峰教授致歡迎辭。隨後，法律學院助理教授陳陽教授進行了精彩的主題演講，法律學院副教授兼APCA會長何天翔教授主持此次討論。
此外，活動還邀請了三位泰國法官進行精彩點評：
- Isaraporn Burana-At女士，初級法官，現任Kalasin省法院代理法官。
- Phasit Watcharakorn先生，初級法官，現任Kalasin省法院代理法官。
- Pawita Boonliang女士，初級法官，現任Fang省法院代理法官。
此次活動採用混合形式，吸引了來自世界各地的嘉賓通過Zoom參與討論。
本次活動為與會者提供了一個寶貴的機會，不僅促進了亞太地區的跨境知識交流，還讓大家了解到如何通過調整版權法，使香港等地能夠充分利用人工智能生成作品的潛力。泰國法官及其他與會者從專家的見解和多元化的觀點中獲益良多。
城大法律學院將繼續致力於成為探討重要法律議題的平台，並不斷加強與國際法律界的聯繫。
