Leon is a Presidential Assistant Professor at the School of Law, City University of Hong Kong. His research expertise and interests are in family law and medical law, particularly in laws relating to the child’s welfare. He has since published in leading international law journals, including Legal Studies; Civil Justice Quarterly; International Journal of Law, Policy and the Family; Child and Family Law Quarterly; and Hong Kong Law Journal.

After reading both an LLB and LLM concurrently in four years under the inaugural National University of Singapore (“NUS”) – University of Toronto Exchange Plus programme, Leon obtained his PhD from University College London (“UCL”). As part of his doctoral studies, Leon was awarded the HopeHouse PhD Scholarship, NUS Development Grant as a ‘Young NUS Fellow’, and Joseph Hume Scholarship from UCL.

Prior to joining CityU, Leon was a Graduate Lecturer for Torts (undergraduate) at UCL, and a supervisor for LLM dissertations in family law and trusts. At NUS, he was an Adjunct Lecturer and convenor for the core Family Law and Practice course.

Leon has trained and practised in two of Singapore's 'Big 4' law firms as a litigator in family and medical law. He was called to the Singapore bar as an Advocate and Solicitor in 2019, and was the only academic member of the Family Law and Children’s Rights Working Group with the Singapore Academy of Law.
