Professor Christopher To is a distinguished international arbitrator, adjudicator, and mediator, serving on the panels of leading global alternative dispute resolution (ADR) institutions. Renowned for his breadth of expertise, he has acted in an extensive range of international cases, including both ad hoc and institutional arbitrations, as well as adjudications, mediations, and counsel work before the Magistrates’ Court, District Court, High Court, Court of Appeal, Commissions of Inquiry, disciplinary tribunals, and various international forums.

A Chartered Arbitrator and Fellow of the Chartered Institute of Arbitrators (FCIArb), Professor To is also a certified adjudicator, accredited mediator, Chartered Engineer (CEng), Chartered Information Technology Professional (CITP), and barrister-at-law. His cross-disciplinary background brings a rare blend of legal, technical, and procedural insight to his ADR practice. As former Secretary-General of the Hong Kong International Arbitration Centre (HKIAC), Professor To played a pivotal role in transforming Hong Kong into Asia’s leading dispute resolution hub. He is the founder of the Asian Domain Name Dispute Resolution Centre (ADNDRC), which has achieved international recognition as a global benchmark for efficient and reliable domain name dispute administration. During his tenure as Executive Director of the Construction Industry Council, he spearheaded several pioneering initiatives, notably the promotion and adoption of ADR best practices — efforts that culminated in the enactment of the Construction Industry Security of Payment Ordinance (Cap. 652), enhancing payment practices across Hong Kong’s construction sector through the introduction of statutory adjudication.

A dedicated scholar and practitioner, Dr To has authored several seminal texts in the field, including Butterworths Hong Kong Arbitration Law Handbook (2nd ed, 2018), Butterworths Hong Kong Alternative Dispute Resolution Handbook (4th ed, 2025), Mediation in Hong Kong: Law & Practice (2nd ed, 2022), and Construction Arbitration in Hong Kong (2015). He lectures widely on arbitration and ADR at the City University of Hong Kong School of Law and other leading universities, where his teaching and publications continue to shape the next generation of ADR professionals.
