25 Years' Hong Kong SAR: Transformation and Continuation
The year 2022 marks the 25th Anniversary of the establishment of the Hong Kong Special Administrative Region (HKSAR) of the People’s Republic of China and the implementation of the Basic Law of the HKSAR. In the past 25 years, there have been profound transformations in the political, legal and social situations in the HKSAR, Mainland China, regionally and internationally. It is the right time for reflection on the implementation of the policy of “One Country, Two Systems” and the Basic Law in the HKSAR.

On 25 and 26 November 2022, the Public Law and Human Rights Forum (CPLR) and the Centre for Public Affairs and Law (CPAL) of the City University of Hong Kong jointly held an international conference: 25 Years’ Hong Kong SAR: Transformation and Continuation. This conference gathered 30 distinguished academics and former government officials from the Mainland, Hong Kong and Macau to discuss fundamental issues relating to Hong Kong’s political, legal, and social transformation and the future.

The conference was kicked off with welcome speeches by Prof. Guobin Zhu, Director of the CPLR, and by Prof Edmund Cheung, Co-Associate Director of the CPAL. Ms. Elsie Leung Oi-sie, former and the first Secretary of Justice of the HKSAR Government and Mr. Dayuan Han, Professor of Law at Renmin University of China’s School of Law and Member of the Hong Kong Basic Law Committee of the NPCSC, delivered their theme-based opening speeches. They stressed the importance of upholding the rule of law, persisting in the continuation and development of the common law, and the pursuit of the value of freedom in Hong Kong.
Centred around the transformation and continuation of the HKSAR in the last 25 years, the conference was divided into five sessions. Each session focused on one topic, and the topics covered by the conference ranged from constitutional law and order, sovereignty and democracy, governance, the rule of law, human rights and national security, etc.

Prof. Ryan Mitchell, Prof. Albert Chen, Prof. Sonny Lo, Prof. Hualing Fu attended the conference at City University of Hong Kong. At the end of each session, there were Q&As and discussions. All speakers and audiences had heated debates on relevant issues.

The conference ended with the concluding remarks of Prof. Albert Chen who is also a Member of the Hong Kong Basic Law Committee, and by closing remarks by Prof. Zhu on behalf of the organisers. They highly praised the quality presentation of all the speakers, and thanked the speakers and participants for taking part in this conference.

2022年是中華人民共和國香港特別行政區成立和香港特區基本法實施25周年。在過去的25年裡，不論香港地區、中國內地、還是區域和國際之間，政情、法律和社情都發生了深刻的變化。現在是反思"一國兩制"方針和《基本法》在香港特區實施的恰當時機。
2022年11月25日和26日，香港城市大學公法與人權論壇（CPLR）和公共事務與法律中心（CPAL）聯合舉辦了《香港特區25周年：回顧與展望》學術會議。30位來自中國內地、香港和澳門的傑出學者和前政府官員受邀參加此次學術會議，討論並分享他們關於香港的政治、法律和社會轉型以及未來發展的專業觀察和研究發現。
會議在香港城市大學法學院朱國斌教授和公共與國際關係事務學系鄭偉教授的歡迎詞中拉開序幕。香港特別行政區政府第一任律政司司長梁愛詩女士和全國人大常委會香港特別行政區基本法委員會委員、中國人民大學法學院教授韓大元先生分別做了主旨演講。他們強調了維護法治、堅持普通法的延續和發展，以及追求自由價值的重要性。

會議圍繞著香港特區在過去25年的發展和對未來的展望，分為五節。每節集中討論一個主題，會議涉及的議題包括憲法和憲制秩序、主權與民主、政府管治、法治、人權和國家安全等。莫紀宏教授、黃明濤教授、陳明輝教授、田飛龍教授、孫揚教授、MiguelAngelo教授、StuartHargreaves教授、羅沛然博士、翟小波教授、劉瑛教授、張翔教授、章小杉博士、何俊志教授、陳鏡先博士候選人、畢雁英教授、黃文婷博士候選人在zoom會場進行了報告。
