Technology Start-up Support Scheme for Universities (TSSSU)

Launched by the Innovation and Technology Commission (ITC), to encourage university students, alumni and professors to start up technology businesses.

Each selected start-up will be funded an annual funding capped at HK$1.2 million, for not more than 3 years.

The team forming the technology start-up may have any mix of the following members of CityU:
  1. Current undergraduates or postgraduates
  2. Full-time professor(s) to serve as consultant(s), providing technical expertise and direction of the R&D work; and/or
  3. Business savvy CityU alumni who graduated on or after 1 January 2012, giving business and management advice, etc. (not applicable to existing CityU TSSSU recipients)

The start-up must be a company registered under the Companies Ordinance for not more than 2 years (This requirement does not apply to start-ups recommended for the TSSSU funding for the second or third year).
Application deadline
  1. Application form (Annex A) with supporting documents mentioned in Section C – signed original, and
  2. 3-year budget plan, and
  3. Copy of student/staff card or graduation certificate

  • the innovation and technology content of the business;
  • the commercial viability of the business;
  • the sustainability of the business;
  • the capability of the technology start-up and its team to undertake the R&D work and manage the company;
  • the social and/or community impact of the technology start-up’s business and R&D work;
  • the use of intellectual property rights (IPRs) of CityU; and
  • any other criteria that CityU sees fit

Frequently Asked Questions

Q: I am a graduate from CityU, am I eligible for the scheme?

A: CityU alumni who have graduated for not more than 5 years are eligible, i.e graduated on or after 1 January 2012.

Q: How will the reimbursement be arranged?

A: Reimbursement will be made on a quarterly basis. Quarterly report and reimbursement request have to be submitted to CityU’s Knowledge Transfer Office before deadline.

Q: What kind of expenditure cannot be reimbursed?

A: If the items are already funded by CityU, the Government or a Government subvented body/institution, those items will NOT be funded under TSSSU. There are some more examples of items not to be funded under TSSSU stated in paragraph 10 of the Guidelines.

Q: How many applicants will be selected per year?

A: There is no limit on the number of selected applicants. The total annual funding for CityU is HK$4 million. The amount of funding for each start-up is capped at HK$1.2 million.

Q: Does the existing funded start-up need to apply for TSSSU funding again?

A: Yes.
