Senior IT Manager in the Office of the Chief Information Officer [Ref. D/255/09]

 

As Senior IT Manager in the OCIO, s/he will assist in areas such as Enterprise and Information Architecture, IT Business Management, Project and Portfolio Management, IT Performance Management, as well as Information Security.

Duties

  1. Assist the CIO in all matters of IT management, especially in the formulation and execution of the IT strategic plan and definition of measurable achievements;
  2. Collaborate closely with the senior management in the reporting offices (Computing Services Centre and the Enterprise Solutions Office) to establish cross-functional projects and teams to carry out the projects;
  3. Act as a business partner to various offices in the University in understanding their business goals and translating these into IT needs;
  4. Communicate IT achievements internally and externally;
  5. Manage overall IT budget;
  6. Map the strategic goals with IT systems’ core capabilities;
  7. Establish a project management office and disciplines for the University’s Central IT; and
  8. Manage projects and functional activities within the Office of the CIO.

 

Requirements

  1. A higher degree in IT or a related field, with at least 12 years of relevant work experience in an area related to business analysis, project management, or IT management;
  2. Professional Certifications in TOGAF, ITIL, CISA, CISSP, etc.;
  3. An end-to-end mindset, problem solving skills, and success orientation;
  4. High levels of self-motivation and flexibility, focused on making the University and its stakeholders more successful through his/her efforts;
  5. Demonstrated ability to manage a portfolio of tasks independently and handle upward communication proactively;
  6. Strong collaboration skills to build and strengthen cross-functional activities across the University’s Central IT;
  7. Confidence to communicate across all levels of the University, with solid presentation and storytelling skills;
  8. Skills in project costing, budgeting, and vendor negotiation;
  9. Project planning, organizational management, and budgeting expertise; and
  10. Excellent communication skills in English and Putonghua.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
