Senior Finance Manager/Finance Manager (Payroll) in the Finance Office [Ref. A/441/09]

 


Duties

  1. Reporting to the Associate Director of Finance, the appointee will be responsible for the daily management and supervision of the Payroll Team.  Main duties include to:
    • Manage the monthly payroll for full-time and part-time staff timely and accurately;
    • Administer the University Superannuation and MPF Schemes, and provide support to the Pension Committee in monitoring the performance of fund managers, Corporate Trustee, Scheme Administrator and Custodian;
    • Handle other payroll deductions and income sharing;
    • Work with Insurer to ensure the smooth running of the Group Medical and Dental Scheme;
    • Administer the staff loan and salary advance;
    • Prepare staff cost forecast, budget and other ad-hoc analysis;
    • Supply information for the annual Common Date Collection Exercise;
    • Compile annual returns to UGC on salary of senior management and occupancy position of senior staff quarters;
    • File tax returns for starters and leavers and prepare annual filing of employer’s return for full-time and part-time staff; and
    • Prepare other regular and ad-hoc mandatory reports.
  2. Motivate the Team for success, as well as integrating collaboration and customer-service orientated behaviours, initiate best practices for efficient and effective workflow and process automation;
  3. Provide system support on Banner HR/Payroll and Oracle Financials and lead the teams for payroll system replacement;
  4. Prepare timely regular and ad-hoc reports and analyses to support management decisions; and
  5. Perform any other ad-hoc duties as assigned.


Requirements

A Bachelor’s degree in Accounting/Finance/Human Resources/Business or related disciplines.  At least 12 years’ relevant experience preferably in universities/NGOs/sizeable organizations with a minimum of 5 years at supervisory level.

A qualified accountant and/or member of recognized professional accounting bodies; sound knowledge of latest internet and cloud-based HR/Payroll solutions; excellent communication skills; good command of English and Putonghua; being self-initiative with outstanding leadership skills; ability to take a hands-on approach whenever required; strong analytical skills with out of the box thinking; being service-orientated, and a mentor to implement best practices for service level assurance; ability to work independently and in a team, and build partnerships with various departments are required.

Proficiency in PC skills, experience in Oracle Financials/other ERP system and the implementation of large-scale re-engineering/improvement project would be an advantage.

Candidates with less experience may be considered for appointment as Finance Manager (Payroll).

Shortlisted candidates will be invited for a written test.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
