Associate Director in the Finance Office [Ref. A/440/09]

 

The Finance Team provides a wide range of accounting, financial and administrative functions in support of the University in the fulfillment of its vision, mission and strategic plan.  We work closely with academic units and administrative offices.  In addition to the compliance with statutory and external requirements in financial reporting, the Finance Team also serves as a key financial advisor to the University, and maintains close liaison with the stakeholders in order to continuously meet their evolving needs for financial information and advice.  The functions of the Finance Office are the provision of timely, accurate and relevant financial information and support.  The focus of our service has been on results, pursuing economy, efficiency and effectiveness.


Duties

The appointee will oversee financial planning and accounting related functions in the Finance Office.  Ideal candidates for this position should possess relevant experience in some or all of the following areas and will be required to:

  1. Assume the managerial responsibilities on various functions of the Finance Office, including financial planning and budgeting, accounting and reporting, quality assurance and procedural improvement, system enhancement and ad hoc projects;
  2. Supervise the annual budget preparation and carry out budget reviews;
  3. Review the preparation of the annual financial statements for the University and consolidation;
  4. Responsible for overall accounting records, statutory audits and reporting requirements of UGC and other funding bodies;
  5. Advise operating guidelines, financial arrangement and tax matters for the operations in Mainland China;
  6. Formulate business models for evaluation and review financial terms of the agreements;
  7. Monitor and automate Oracle and other ERP solutions and modules;
  8. Review and recommend quality and process improvement, formulate and streamline the financial policies and procedures;
  9. Act as resource person to a number of committees and task forces of the University; and
  10. Perform any other duties and responsibilities as assigned by his/her supervisor. 


Requirements

  1. A recognized degree preferably in Accounting/Finance;
  2. Possession of a professional accounting qualification;
  3. Possession of extensive relevant professional and managerial experience, not less than 12 years, at senior level in accounting and finance functions in sizable organizations; experience with PRC accounting standards and Mainland tax would be an advantage;
  4. Being self-motivated individual, excellent interpersonal and communication skills and a team player attitude;
  5. Excellent analytical and financial analysis skills, and ability to work with tight deadlines;
  6. Comprehensive knowledge of EPR solutions including Oracle and proficiency in Excel and other Office applications; and
  7. Proficiency in both written and spoken English and Chinese.


Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
