Established with the China Unicom (Hong Kong) Innovation Research Institute, the joint laboratory combines communication technology, social sciences, data analytics, AI and large language models to develop risk-prevention tools for regulatory and law-enforcement agencies. Its public platform offers WATCHTOWER dark-web monitoring, a daily anti-fraud newsletter, scam case analyses and the SafeConnect programme.
Led by Professor Christine Huang Yi-hui, a survey of over 4,000 respondents found Hong Kong victims suffered the heaviest losses — 54.9% lost over HK$100,000 — yet reported incidents least often, at 35.4%. The team calls for strengthened anti-scam education across all three regions.
Named one of 13 outstanding cases by the World Internet Conference, the project integrates police reports, media and social-media data into a global fraud database and uses large language models to characterise scammer tactics and victim psychology — work led by Professor Michael Tse against a backdrop of over 36,000 Hong Kong fraud cases and HK$7.04 billion in losses by October 2024.
The School of Law ran an information booth engaging hundreds of current and prospective law students alongside local law schools, legal organisations and law firms, promoting its undergraduate and postgraduate legal-education programmes.
Co-hosted by the Department of Media and Communication with the Hong Kong Police Force and partner associations, the seminar series raises public awareness of fraud — cited at HK$9.1 billion in losses over the past year. All students are also required to complete an HKPF co-designed anti-scam questionnaire each semester.
Convened by the School of Law’s Centre for Public Law and Human Rights, the conference brought together scholars and practitioners from around the world to examine the judicial implementation of Hong Kong’s National Security Law, covering enforcement, human rights protections, judicial deference, bail and sentencing.
