We are thrilled to celebrate LUK Chun-ning (far left), LO Chun-wai Kenneth (second from left), and FUNG Chi-yung (far right) for their outstanding achievements at the 21st Hong Kong Housing Society Award!


The Hong Kong Housing Society Award (“HKHS Award”) recognises students with outstanding academic performance in related disciplines while providing financial assistance to those in need, nurturing new blood for the industries.
This year, HKHS introduces the Rising Changemaker Prize to inspire students’ innovative thinking, encourage youth to bring about changes, and, at the same time, care for community needs through in-depth analysis of current affairs related to housing and city development.


A special shoutout to Kenneth LO, who is also one of the winners of the Rising Changemaker Prize among 100 participants this year. His project focuses on elderly housing options in the local market and across the Greater Bay Area, exploring the best housing models to meet the needs of Hong Kong's ageing population.
In his submission, Kenneth emphasises the need for a fundamental shift from "quality of access" to a more holistic approach, drawing insights from HKHS and global precedents. This transition is key to building a resilient system where support is dynamically aligned with individual needs. The proposed model is a three-tier framework built around an Asset-Care-Utility Triad. It includes retrofitting public rental housing with Smart Health Hubs for mass medical access; solving the "Sandwich Class" Liquidity Trap through a Hybrid Debenture; and providing accredited satellite ward services through Hospital-at-Home suites. Supported by capital-preserving finance and Greater Bay Area linkage arrangements, these elements reframe HKHS initiatives from isolated pilots into a resilient, scalable ageing-in-place ecosystem.
