The story of CHAN Yung, SBS, BBS, JP, is one of perseverance, dedication and unwavering commitment to societal betterment. The journey of this distinguished alumnus of the Department of Social and Behavioural Sciences (SS) within the College of Liberal Arts and Social Sciences (CLASS) at City University of Hong Kong (CityUHK), from humble beginnings to becoming a key figure in Hong Kong’s political landscape, is both inspiring and instructive.
Chan’s early years were marked by challenges that shaped his character and aspirations. Coming from a modest background, he developed resilience, encouraged by social workers whose advocacy left a profound impression on him. As a young volunteer, Chan worked with them on addressing excessive smoke emissions on an industrial estate, leading to government intervention and improvements. Inspired by this transformative experience, he pursued a career in social work, graduating with a Bachelor of Social Work (Honours) degree from CityUHK in 1994.
Transitioning from Social Work to Politics
Delivering an education that balanced theory and practical skills, CityUHK laid a strong foundation for Chan’s personal and professional development. Aside from being deeply committed to his studies, he actively engaged in student organisations. These experiences enriched his life and expanded his knowledge beyond textbooks. Looking back, Chan acknowledges how these taught him essential group coordination and leadership skills. The social work programme’s unique model also provided opportunities to interact with different individuals, enhancing his interpersonal and communication skills.
After graduating, Chan transitioned from social work to politics, inspired by his role as the editor of the university student newspaper. His in-depth investigation into Hong Kong’s political groups deepened his understanding of the political landscape. Moreover, a mentorship-like friendship with TAM Yiu-chung, leader of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), further led to his involvement in community work and solidified his political path.
Chan credits his social work training for teaching him how to assist others, as well as foster self-improvement. He fondly recalls how professors guided students in addressing their weaknesses and healing, cultivating optimism and resilience – qualities that have defined Chan’s political career.
Today, Chan serves as a Legislative Council member, the convenor of HKSAR deputies to the National People’s Congress, a Justice of the Peace (JP), and a member of the ICAC’s Advisory Committee on Corruption. For his dedication to community service, he was awarded the Silver Bauhinia Star in 2024 by the Hong Kong SAR government.
A Mentor and an Inspiration to Alumni
Despite his many commitments, Chan remains actively engaged with CityUHK, contributing to its development by carrying roles such as Vice-Chairman of the Senior Alumni Association and the CityUHK Eminence Society, and Convenor of the Alumni Ambassador Scheme Advisory Committee. In 2023, he was honoured with the title of Honorary Fellow by CityUHK.
Chan’s life philosophy, “Great virtue is like water”, inspires younger alumni to remain adaptable and resilient while contributing to society. Through mentorship and internship opportunities, he actively supports CityUHK students and encourages them to embrace their potential.
As CityUHK celebrates its 30th anniversary, Chan’s journey exemplifies the transformative power of education, determination and service, inspiring others to contribute meaningfully to society.
