University-Wide​ Web Accessibility Policy

The City University of Hong Kong is committed to making its websites accessible to the widest audience possible. To ensure an adequate and uniform coverage, all websites must include reasonable efforts to conform to the Web Content Accessibility Guidelines (WCAG) 2.0 standard, Level AA conformance. Each unit is responsible for their own websites for web accessibility.

WCAG 2.0

WCAG 2.0 covers recommendations for making web content more accessible to a wider range of people with disabilities, including blindness and low vision, deafness and hearing loss, learning disabilities, cognitive limitations, limited movement, speech disabilities, photosensitivity and combinations of these. Following these guidelines will also often make the web content more usable to users in general.

WCAG 2.0 is now also an ISO International Standard, ISO/IEC 40500:2012.

Checking Tools

Below list some useful tools for automated checking:

  • Total Validator is an (X)HTML validator, an accessibility validator, a spell checker, and a broken links checker all rolled into one tool allowing one-click validation of your website.
  • AChecker is a checking tool that checks single HTML pages for conformance with accessibility standards.
  • WAVE is an evaluation tool that shows the original web page with embedded icons and indicators that reveal the accessibility of that page.
  • PDF Accessibility Checker (PAC) is a freeware program that provides a fast way to test the accessibility of PDF files.
