Campus Planning and Development Committee

1.

Terms of Reference

1.1

to advise and recommend to the Council on the master plan and major capital projects for the development of the University campus, as well as policies and strategies on space allocation, sustainability, building maintenance and upkeep;

1.2

to review and monitor progress in the implementation of the master plan, major capital projects, significant building maintenance and upkeep programmes, ensuring alignment with the University's development, sustainability, health, safety, and accessibility goals, and make recommendations regarding the modification of the same if necessary;

1.3

to provide inputs and make recommendations to the scope, design brief and tender specifications of major projects, and make recommendations to the Main Tender Board on the awards of contracts and appointment of consultants and contractors for major capital projects of the University;

1.4

to advise and recommend to the Council in consultation with the Finance Committee on all matters relating to the acquisition, lease, upkeeping and maintenance, erection and disposal of lands and buildings; and

1.5

to advise the Council on any matters relating to the University estate referred to it by the Council or any Committees of the Council.

Notes:

(a)

Major capital projects are defined in accordance with the University Grants Committee (UGC) Notes on Procedures (Chapter 5 – Capital Matters), which currently applies to projects with a contract sum exceeding HK$50 million.

(b)

The Committee may co-opt other professional and experienced members if necessary.

(c)

The final decision on tender evaluation and award for major projects shall rest with the Main Tender Board in accordance with the University’s procurements procedures.
