Preamble

Lee Shau Kee Hall (Hall 6) provides residents with valuable opportunities to develop non-academic skills, mutual respect, responsibility, and a strong sense of community during their university life. All residents are members of the Hall community and are expected to uphold the highest standards of conduct.

Residents shall observe the University’s Codes of Student Conduct, the Regulations Governing Student Residence, and these Hall 6 Rules at all times. These rules are established to foster a safe, respectful, clean, harmonious, and pleasant living environment for everyone.

The Hall Management Team (HMT), comprising the Residence Master (RM) and Residence Tutors (RTs), is responsible for the day-to-day administration, welfare, and enforcement of these rules. The Residence Master holds the ultimate authority in interpreting these rules.

These rules apply to all Hall 6 residents and their visitors. Violations may result in disciplinary action in accordance with Hall and University procedures.

General Hall 6 Rules

1.    Purpose and Scope

1.1  These general rules apply to all Hall 6 residents and visitors. They aim to maintain a safe, respectful, clean, and comfortable living environment in Lee Shau Kee (LSK) Hall. Residents are expected to observe the University's Codes of Student Conduct, Student Residence Office rules, and all applicable Hall 6 rules.

2.    Community Conduct

2.1  Residents and visitors shall act with mutual respect, responsibility, and consideration for others at all times.
2.2  Mahjong playing is strictly prohibited in Hall 6.
2.3  Residents must cooperate fully with the Hall Management Team during any investigation. Any interference, obstruction, or tampering with an investigation or incident handling may result in severe disciplinary consequences.
2.4  Smoking, the use of electronic cigarettes (including vaping), drug use, and the possession or use of illegal substances are strictly prohibited in all areas of Hall 6, including rooms, common rooms, staircases, corridors, rooftop areas, the back alley, and other shared spaces.
2.5  Open flames and the use or storage of flammable substances are prohibited.
2.6  Excessive drinking that leads to misbehaviour, disturbance, danger, or damage may result in disciplinary action.
2.7  Theft is a serious offence. Taking food, drinks, personal belongings, public property, or any item belonging to another person or to the Hall may lead to disciplinary action and, where appropriate, involvement of law enforcement agencies.

3.    Quiet Hours and Rest

3.1  Quiet hours are from 11:00 PM to 7:00 AM daily.
3.2  During quiet hours, residents and visitors shall avoid noise, gatherings, music, games, phone or video calls, moving furniture, or any other conduct that may disturb others.
3.3  Residents are responsible for keeping noise at a reasonable level at all times, including outside quiet hours.
3.4  The Hall Management Team may require residents or visitors to cease any activity that causes disturbance.

4.    Visitors

4.1  All visitors must register at the security counter when entering and leaving Hall 6.
4.2  Visitors are not allowed to enter or stay in Hall 6 from 11:00 PM to 8:00 AM unless special permission is granted by the Residence Master (RM) or the Hall Management Team.
4.3  Residents are fully responsible for the conduct of their visitors.
4.4  Residents must ensure their visitors leave Hall 6 and complete deregistration procedures.
4.5  Visitors shall not enter a resident's room without prior consent from the occupant of a single room, or from both occupants of a double room.
4.6  Visitors and residents must respect gender-designated or shared washroom arrangements. Where appropriate, visitors should use washrooms located in common areas on the Hall 6 ground floor.
4.7  The Residence Master may allow visitors to stay in the G/F common room during restricted hours for valid academic or hall-related reasons, subject to prior approval.

5.    Room Assignment, Identity, and Access

5.1  Unapproved swapping or sharing of assigned rooms is strictly prohibited.
5.2  No resident may occupy another vacant bed space without authorization.
5.3  No resident may occupy another room without authorization. Items found in an unauthorized occupied room may be secured until the disciplinary process is completed.
5.4  Lending, borrowing, transferring, or misusing resident identity cards, access cards, keys, or other access credentials is strictly prohibited.
5.5  Residents may be required to provide proof of identity when requested by the Hall Management Team, security staff, or authorized University staff.
5.6  Tampering with air-conditioning meters, access systems, safety devices, or room facilities is prohibited.
5.7  Forceful entry (e.g., opening a closed/locked door without a key or key code) into any room, whether the room belongs to the resident or not, is considered vandalism and is strictly prohibited. 

6.    Public Property and Shared Spaces

6.1  Public property includes furniture, utensils, appliances, equipment, facilities, decorations, notices, and any other items provided for common use.
6.2  Public property must not be removed, relocated, damaged, occupied for personal use, or used in a way that prevents others from reasonable access without Residence Master (RM)'s prior approval.
6.3  Residents shall keep public property and shared spaces clean and in good condition.
6.4  Personal belongings must not be left in ground floor common rooms, floor common rooms, corridors, staircases, study areas, or other shared spaces. The Hall Management Team or university cleaning team may remove and dispose of any unattended items without prior notice.
6.5  Any suspicious or unauthorized promotional materials or items left anywhere within Hall 6 or in its immediate external areas (including the back alley and other areas immediately surrounding the Hall) may be removed and disposed of without prior notice. Residents involved may face disciplinary action from both the Student Residence Office and/or the Hall 6 Management Team.
6.6  Residents are responsible for the safekeeping of their personal valuable items. The Hall Management Team shall not be responsible for any loss of or damage to articles brought into the Hall by residents.
6.7  Residents may be required to compensate Hall 6 or the University for damage, loss, cleaning, or replacement costs caused by their actions or those of their visitors.
6.8  Wilful vandalism will result in disciplinary action.
6.9  The Residence Master, security guards, cleaning crew, and Hall Management Team may stop and inspect any items within Hall 6 that appear suspicious and are reasonably believed to be connected with engaging in or promoting any unauthorised activity.
If such items are found, the Hall Management Team may retain them in a secure location (for example, the Hall 6 storage room) until the Residence Master has completed an inspection or the matter has been addressed through the disciplinary process. 

7.    Cooking and Food

7.1  Cooking is allowed only in designated common rooms or approved cooking areas on each floor.
7.2  Residents must use cooking appliances safely and must not leave cooking unattended.
7.3  Residents must clean cooking areas, tables, sinks, appliances, utensils, and refrigerators after use.
7.4  Food stored in shared refrigerators must be labelled where required and must not be taken by others.
7.5  Spoiled, unlabelled, abandoned, or unhygienic food may be removed by the Hall Management Team or authorized persons.

8.    Hall Activities, Publications (Physical or Digital), and Social Media

8.1  All Hall 6 activities must be proposed in writing and discussed with the Hall Management Team before implementation.
8.2  Approval from the Residence Master or Hall Management Team is required before organizing activities, issuing publications, or using Hall 6's or the University's name or logos.
8.3  Approved activities may be promoted through official Hall 6 channels, including mass email, hall posters, announcements, and official social media accounts recognized by Hall 6 (e.g., Instagram: @cityuhk.hall6).
8.4  Unapproved use of Hall 6's name, logos, the University's name, or logos for recruitment, promotion, merchandise, souvenirs, or social media is prohibited.
8.5  No resident may organize, promote, distribute, post, keep, or display any materials (including but not limited to props, equipment, stickers, flyers, posters, leaflets, notices, or digital promotions) for any activity — whether or not the activity is related to Hall 6 — inside or around Hall 6 premises without obtaining prior written approval from the Residence Master. Both the organizers and participants of any unauthorized promotion, distribution, or posting may be subject to Student Residence Office and/or Hall 6 disciplinary action. Unauthorized materials may be removed without prior notice.
8.6  Posters or announcements placed within Hall 6 premises should bear the appropriate official approval or seal where required. Unauthorized postings may be removed without prior notice.
8.7  Administrators or organizers of private or unofficial accounts, publications, or activities are responsible for any misuse, copyright infringement, misleading information, or other consequences.

9.    Investigation, Enforcement, and Interpretation

9.1  Violation of Hall 6 rules may result in disciplinary action.
9.2  The Hall Management Team may conduct room checks and take photos and/or videos for investigation with or without prior notice where there is concern for resident safety, suspected breach of Hall rules, or suspected breach of University rules, codes, or regulations.
9.3  The Hall Management Team may seize suspected property where reasonably related to a suspected breach of Hall or University rules.
9.4  Disciplinary actions may include verbal warning, written warning (which may be sent to the resident's academic department), community service to the Hall, hall suspension, restriction on visitor privileges or facility access, referral to University disciplinary procedures, and other actions considered appropriate.
9.5  Hall rules may be amended from time to time by the Hall Management Team to maintain a safe and pleasant living environment.
9.6  Residents are encouraged to contact their Residence Tutor if they have questions about Hall rules.
9.7  The Residence Master has the ultimate right of interpretation of Hall 6 rules.
