The School of Law aspires to be an internationally-renowned centre for research and teaching in law in the Asia-Pacific region. The mission of the School is to provide students with an excellent education and to contribute to the advancement of knowledge. Through cooperation with other law schools and professional organizations, the School aims to foster an environment in which both students and staff develop and use their legal knowledge, professional skills and expertise for the benefit of the whole Hong Kong community.

Teaching and Learning

City University School of Law graduates will:
  • Possess excellent research, ethical, communication and interpersonal skills;
  • Be creative and innovative problem solvers;
  • Have a sound knowledge of substantive and procedural law;
  • Think critically, analytically and reflectively;
  • Take responsibility for their own learning;
  • Display initiative by being self-reliant;
  • Be able to work cooperatively with others;
  • Appreciate the historical, economic, social, philosophical and cultural factors and values that shape and are reflected by legal systems;
  • Understand the social contexts of law;
  • Understand the limits of the law;
  • Be lifelong learners; and
  • Be leaders who use their legal knowledge for the benefit of their communities.
In order to achieve these aims, the School of Law will:
  • Create and foster a teaching and learning culture that is cooperative, creative and challenging;
  • Work with appropriate experts to foster this culture;
  • Promote interactive learning;
  • Integrate legal and other skills into teaching and learning;
  • Organise appropriate training for staff members;
  • Encourage, support and reward innovative and committed teachers;
  • Ensure that all teachers evaluate and improve their approaches to teaching; and
  • Improve teaching through research.


The School of Law aims to:
  • Foster and maintain a research culture within the School of Law;
  • Conduct, publish and disseminate research of an international standard;
  • Advance legal and related knowledge of Hong Kong, Mainland China, the Asia-Pacific region and the international community;
  • Identify, encourage and support interdisciplinary research initiatives;
  • Develop and maintain the research potential of the School's expertise in Common Law and Chinese Law, and conduct joint research projects; and
  • Identify, encourage and support interdisciplinary research initiatives.
In order to achieve these aims, the School of Law will:
  • Allocate resources to teachers for research;
  • Develop initiatives to enhance the research culture within the School;
  • Work with and support less established staff members;
  • Maintain a visitors' programme that encourages and promotes research; and
  • Acknowledge and reward research achievements.
