最低入學要求
申請研究學位課程的申請人須符合下列最低入學要求：
- 哲學碩士學位 （碩士）
- 持有認可大學的相關學士學位，並獲一級或二級榮譽（或同等資格）。
- 哲學博士學位 （博士）
- 在讀碩士研究生，並有意申請轉讀博士學位課程；或
- 持有認可大學的更高資歷（或同等學歷）的研究學位；或
- 持有認可大學的碩士學位（或同等學歷）；或
- 持有認可大學的一級榮譽學士學位（或同等學歷）。
「同等學歷」包括大學所認可的相關專業資格或其他學術成就。
個別院系可能訂有其他入學要求。
英語能力要求
Applicants whose first degree was obtained from an institution where the language of teaching is not English should satisfy the minimum English proficiency requirements specified by both the University and individual Colleges/Schools. The University’s minimum English proficiency requirement for research degree programmes is a total score of 79 (in one single internet-based test); or 59 (revised paper-delivered test; sum of Reading, Listening and Writing section scores) in the Test of English as a Foreign Language (TOEFL) OR an overall band score of 6.5 in the International English Language Testing System (IELTS). Equivalent qualifications may also be accepted. TOEFL and IELTS scores are considered valid for two years from the test date and must be valid at the time of submission of application. For TOEFL, paper-delivered test (after October 2017) will not be accepted as there is no Speaking component.
除了上述大學的要求外，以下院系按其個別需要設有更高標準或同等可接受的資格：

- 雅思整體測試分數6.5分或以上；或

- 雅思整體測試分數6.5分或以上；或
- 其他可視作相當於托福筆試550分或互聯網試79分或新版紙筆考試59分的測試成績；或
- 亦接受在中國內地的大學英語六級考試中獲490分或以上者。
（請注意個別學系可能採納更高標準。）
- 托福*互聯網試88分或以上，其中閱讀達21分、聽力21分、寫作25分、口語21分或以上；或
- 雅思整體測試分數6.5分或以上， 其中閱讀、聽力、寫作、口語各6.5分或以上。
* 於2017年10月以前考取的托福筆試或2017年10月以後考取的托福新版紙筆考試成績均不會獲接納，因該等考試沒有口語考核。

*Only accepts internet-based test scores from a single test date.

(CET-6分數應當於向法律學院提交申請之前的三年內考獲。)
教學／評估及論文報告語言
一般情況下，城大的教學和評估語言為英文。研究生應以英文撰寫論文報告及以英語演說。
