Our Department has a vibrant research degrees programme with 42 currently registered doctoral candidates and we always welcome more good students to join us. From the 2019/20 academic year on, our PhD studies will extend over four years for every student admitted. You can expect close contact with your supervisor and are evaluated by a panel of three faculty members. You will find a warm, exciting and thought-provoking learning environment in our Department.

Through the Laboratory for Public Management and Policy (LaMP) public management scholars work with policy researchers to bring together questions of management and policy.
The work of our faculty has been recognized in many ways. Most recently public management education and research has been placed 1st in Hong Kong, 1st in Asia and 35th in the world by Academic Ranking of World University (ARWU) Subject Rankings 2020 in Public Administration.
Hong Kong PhD Fellowship Scheme
We help our best and brightest applicants to apply for this Fellowship Scheme. This Fellowship provides a monthly stipend of HK$26,600 (~US$3,410) and a conference and research related travel allowance of HK$13,300 (~US$1,705) per year for a maximum of three years. UGC-funded Full-time Research Studentship
UGC-funded full-time research students are each granted a studentship of roughly HK$204,000 a year (~ US$26,148). They are also eligible for other scholarships and research funds.
The minimum academic qualification for the research degree programs is a CGPA over 85 (out of 100) for MPhil degree holders or a CGPA over 88 (out of 100) for non-MPhil degree holders (or the equivalent).
Applicants whose first language is not English must have a minimum TOEFL* score of 79 (Internet-based test), with a minimum of 15 for Reading, 15 for Listening, 17 for Writing, and 18 for Speaking; or a minimum IELTS overall band score of 7.0, with a minimum of 6 for each of the sub-categories including Listening, Reading, Writing and Speaking. *TOEFL Paper-based test (before October 2017) and Paper-delivered test (after October 2017) will not be accepted as there is no Speaking component in them.
Applicants whose medium of instruction was English in the previous degrees may be exempted from the English Language Proficiency Requirement.
A research proposal setting out the aims, outlines, and methods of the proposed research should be submitted with the application.
Shortlisted candidates will be invited by the Department for an admission interview (either face-to-face or via Skype). The deadline for application is early December 2021 (exact date to be announced).
