Finance Manager (Budget) in the Finance Office [Ref. A/766/09]
Duties
Undertake the annual budget preparation, budgetary control and resource allocations;
Conduct quarterly reviews and follow-ups with Colleges/Schools/Departments;
Prepare accurate and timely financial reports, analysis and forecast;
Prepare and evaluate variances between budgeted and actual results;
Conduct reviews and prepare financial analysis for special projects;
Assist in updating and reviewing the University's Financial Policies and Procedures, as well as other manuals related to financial operations;
Provide administrative support to the University’s committees and working groups;
Assist in enhancing the financial system and improving processes;
Handle and resolve inquiries on budget and financial matters in accordance with the established policies and procedures; and
Perform any ad hoc duties as assigned.
Requirements
A Bachelor's degree in Accounting/Finance or related disciplines with at least 12 years’ relevant experience preferably in universities or sizable organisations with a minimum of 8 years at supervisory level;
A qualified accountant and/or member of recognised professional accounting bodies;
Strong sense of responsibility; ability to work independently; being self-motivated with excellent analytical skills; strong communication, organisational and interpersonal skills;
Good command of written and spoken English and Chinese (including Putonghua); and
Proficiency in Microsoft Office applications (including Excel, Word and PowerPoint) are required.
Hands-on experience in Oracle Financials would be an advantage.

Salary and Conditions of Service
Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
