Senior Project Officer (Social Work) in KeySteps@JC Phase Two [Ref. D/350/09]

City University of Hong Kong is one of the co-organisers of KeySteps@JC which aims to strengthen family, school, and community functioning to build stronger foundations for better life outcomes of our children. Through collaboration of multi-disciplinary professionals (medical, education and welfare sectors), the project strives for providing critical support to strengthen the social infrastructure for child development and to serve young children in underprivileged districts. The KeySteps@JC Phase Two is a five-year inter-institutional project funded by The Hong Kong Jockey Club Charities Trust, starting from August 2022.

Duties

The appointee will report to the Principal Investigator and Project Manager, and to lead Project Officer(s) under the Hub Prototype Team of the KeySteps@JC Phase Two project. Major duties include to:

  1. Design and implement professional development programmes for infants and young children by liaising and working collaboratively with psychologists, early childhood educators and etc.;
  2. Conduct programme review and consolidate the key successful factors of hub programmes with hub professionals;
  3. Develop a hub prototype for two types of hubs with guidelines for professionals working in the hubs:
    • children aged 0-6 and their families
    • children aged 3-6 and their schools and families
  4. Provide intervention for any identified risk cases, family support programme and referral to community resources when needed;
  5. Promote and connect the hubs with the community, including but not limited to government bureaus, professional bodies and NGOs;
  6. Coordinate with various stakeholders (such as NGOs, school teachers and parents) to identify potential clients and refer them to different tiers of service; and
  7. Perform any other duties as assigned.


Working on Saturdays/Sundays/public holidays and travelling between different workplaces will be required occasionally.

Requirements

  1. A Master’s/Bachelor’s degree in Social Work with at least 5 years’ relevant post-qualification working experience;
  2. A registered social worker in Hong Kong;
  3. Ability to work effectively in a team and preferably with team management experience;
  4. Excellent command of written and spoken English and Chinese;
  5. Strong sense of responsibility with initiatives; and
  6. Good computer literacy are required.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
