Course Aims

This course examines the key concepts, principles and core issues in public administration and management. It aims to

• detect the underlying values of public administration and the challenges of public administrators in face of globalization and the changes in public sector management;

• analyse the interaction and dynamics between political environment and administrative development in empirical settings with new ideas and perspectives;

• apply the concepts and theories to analyse public administration issues and the challenges facing Hong Kong and the world today; and

• evaluate critically the practice and quality of governance in Hong Kong.
