Allocation Criteria and Scoring System for PG Halls  
1. Eligibility
 
1.1 The following student groups are eligible to apply for the Postgraduate Halls:
 

1.1.1

Full-time non-local research students of UGC-funded programmes (including part-full non-local research students)
1.1.2
Full-time incoming postgraduate exchange students of UGC-funded programmes (with established agreements on student exchange with the university)
1.1.3
Full-time non-local taught postgraduate students of UGC-funded programmes
1.1.4
Full-time local research students of UGC-funded programmes (including part-full local research students)
1.2
Subject to availability, a limited number of places will be reserved for newly admitted full-time non-local taught postgraduate students of non-UGC-funded programmes. A surcharge (an additional 25%) will also be levied on the students. The allocation of places will be centrally administered by the Student Residence Office and be reviewed periodically. The applications will be considered primarily on a first-come-first-served basis.
1.3
If places are still available after all applications from the eligible groups have been accepted, applications will be invited and/or accepted from other postgraduate students and research staff. A surcharge will be levied on students of non-UGC-funded programmes (an additional 25%) and research staff (an additional 35%).
2. Allocation Procedures / Processes
 

2.1

All applications received from eligible students will be assessed by the Student Residence Office according to the priority order as stated in paragraph 1.1.
2.2
All applications received in the higher priority level will be considered first before going to the applications of the following priority levels.
2.3
Bed spaces will be reserved for the research students admitted through the ¡§Chow Yei Ching School of Graduate Studies Entrance Scholarships¡¨ upon receipt of the application before the deadline specified by the Student Residence Office. There is no guarantee that bed spaces will be granted to late applicants. There will be around 20 awards to be given each year.
2.4
Incoming exchange students who wish to apply for Student Residence should submit hall application before the deadline specified by Student Residence Office. Upon receipt of applications, bed spaces will be reserved for the exchange students. There is no guarantee that bed spaces can be granted to late applicants. The period of stay will be confined to the exchange term as agreed by City University of Hong Kong and the home university. Students who wish to apply for an extension of exchange study must re-apply for Student Residence before the deadline specified for the respective term. There is no guarantee that bed spaces will be granted to the students.
2.5
The remaining bedspaces will be allocated to eligible local students based on the scoring system as outlined in paragraph 3.
2.6
Lot drawing will be used for applicants who have the same scores within the same priority level.
   
3. Scoring System
 
3.1 The total scores (100%) are the sum of:
  - Home environment (40%)
  - Commuting time (40%)
  - Contribution to university life (20%)

3.5
For applicants who have extenuating circumstances (for example, serious family problems), which cannot be reflected by the scores, their cases can be referred by the Student Residence Office to counselor for assessment and recommendation.
   
4. Applications from Married Couples
 
4.1 The self-contained apartment units can be allocated to married couples. Married student couples must provide marriage certificates when applying for such units.
4.2 Subject to priority order and room availability, units will be allocated to married couples according to the following:
 
5.2.1 Both parties are CityU students
5.2.2 A CityU student with his / her spouse who is a CityU research staff
5.2.3 A CityU student with his / her spouse who is not in association with CityU
4.3 The hall charges are calculated depending on the unit size and the status of applicant
4.4 The apartment units do not provide appropriate accommodation for married couples with dependent child / children
   
5. Period of Stay
 
5.1
The period of stay for research students will be normally granted on the basis of the designated housing term, i.e. 1 September - 16 August of the following year
5.2
The period of stay for taught postgraduate students normally starts one week before the start of academic term and ends one week after examination period, i.e. 24 August 2009 - 22 May 2010.
5.3
Successful applicants of other research or postgraduate students, visiting students and research staff will be normally given a shorter period of stay. The renewal is subject to hall policies and room availability.
5.4
Residents are required to move out of the hall upon termination or completion of their studies, withdrawal or suspension from study. You are obliged to inform SRO as soon as possible if you shall suspend, terminate or complete your study.

6.2
There are 416 bedspaces in Hall 8 (Cornwall Street) and all rooms in Hall 8 are single rooms (approximately 8m2 each single room). Four single rooms form a self-contained flat with shared pantry, washroom and bathroom facilities. Hall 8 is a hall of co-ed floors. Both female and male residents will live on the same floor but in separate flats. The four single rooms of every flat will be assigned to 4 residents of the same gender.
6.3
The hall places in Hall 8 will be first assigned to successful applicants. When all places in Hall 8 are taken, the single rooms in Jockey Club House (JCH) will be assigned.
6.4
Jockey Club House (JCH) offers single rooms (approximately 10m2 each single room) and a very limited number of double rooms.
6.5
The student apartments in Jockey Club Harmony Hall (7-9/F) are suites and studios that can accommodate more than 40 residents. All rooms are self-contained with a kitchenette, washroom and bathroom facilities.
