  Allocation Criteria & Scoring System
1.
General Principles

1.1 Mix of gender: proportional to the gender mix of student population.
1.2 Mix of cohort: Foundation Year (10%): Year 1 (30%): Year 2 (30%): Year 3 (30%)
1.3 Mix of local/non-local students:

A reasonable mix of local/non-local students is essential for providing educational opportunities for students staying in the Student Residence. The ratio for local to non-local students should be kept at least 50:50. The ratio will be reviewed periodically.

2. Allocation Procedures/Processes
For Non-local students

2.1 Bedspaces would first be reserved for:

2.1.1 Full-time Non-local Students in UGC-funded Bachelor's Degree Programs
2.1.2
Full-time Incoming Exchange Students in UGC-funded Bachelor's Degree Programs (with established agreements on student exchange with the university)
2.1.3 Foundation Year Students
2.2
Bed spaces will be reserved upon receipt of the application before the deadline specified by the Student Residence Office. There is no guarantee that bed spaces will be granted to late applicants.
2.3
For Full-time Incoming Exchange Students in UGC-funded Bachelor's Degree Programs (with established agreements on student exchange with the university), the period of stay will be confined to the exchange term as agreed by City University of Hong Kong and the home university.  Incoming exchange student who wish to apply for an extension of exchange study should submit hall application before the deadline specified by the Student Residence Office. There is no guarantee that bed spaces will be granted.
2.4
To maintain a reasonable ratio of local students to non-local students staying in the Student Residence, allocation of bed spaces for non-local students is only guaranteed in the first two years of their entire period of study (including Foundation Year).
  For Local Students

2.5 Bed spaces will be reserved for:

2.5.1
Students admitted through the "Student Athletes Admission and Residence Scholarship Scheme" upon receipt of the application before the deadline specified by the Student Residence Office. There is no guarantee that bed spaces will be granted to late applicants.
2.5.2
Students with special needs which are defined as daily commuting time longer than 4 hours; disability that impairs movement or significantly impaired learning; very undesirable home environment, such as squatters and temporary housing; and students with extenuating circumstances or special conditions supported by SDS counselors.
2.6
Application will be invited from eligible UG students in April (current students) and in August (for newly admitted and Senior Intake Students) via the web. The ratio for local students with no hall experience to local returning residents is 60:40.

2.6.1 Students with no hall experience

2.6.1.1
If the demand is greater than the total number of bed spaces, the allocation of bed spaces will be based on the Scoring System. Lot drawing will be used for applicants who have the same scores above the threshold.
2.6.1.2
70% of available bed spaces for local students with no hall experience are need-based, based on the ranking of the combined scores of "Home Environment and Commuting Time" (Score A)
2.6.1.3
30% of available bed spaces for local students with no hall experience are merit-based, based on the ranking of the combined scores of "Leadership Qualities and Potential Contribution to Residence Life" (Score B)
2.6.2 Students with hall experience (Returning residents)

2.6.2.1
The success of returning residents' applications will depend on their previous achievement / contribution / performance made in residence life.
2.6.2.2
All applications of returning residents will be listed according to the ranking of the combined scores of "Leadership Qualities and Potential Contribution to Residence Life" (Score B) and presented to respective Residence Masters for recommendation.
2.6.2.3
Admission of returning residents into the halls will be made upon Residence Masters' recommendations, which are based on the following considerations:

-
the ranking of the combined scores of "Leadership Qualities and Potential Contribution to Residence Life" (Score B)
-
inputs from respective Residents' Associations and Residence Tutors
- previous disciplinary records with the halls
2.6.3
Definition of Hall Experience
"With no hall experience" is defined as staying in the hall less than 120 days cumulatively with reference to the residence record on AIMS during student's entire study period excluding the summer residence.
2.6.4
If places are available for inviting applications for Semester B of the academic year, priority will be given to Final Year Students who have never stayed in the Student Residence.
