Introduction of Hall Residence Cabinet

The Hall Residence Cabinet (HRC) is a self-initiated student body advised and managed by the Residence Master (RM) in the respective UG hall as a registered Student Society under the Student Residence Office (SRO). With the internationalization of the University, the HRC shall be composed of student leaders from diverse cultural backgrounds, who are passionate to pool in ideas in enhancing robust hall life for all residents and working as a close-knitted team throughout as elected by the residents of that residential year.

(A) GOALs

1) The HRC, if elected, shall be activity-focused on organizing hall activities and social gatherings to enrich hall life of all residents and enhance cultural integration among local and non-local hall residents;
2) The HRC shall be accountable to the Residence Master (RM) and all hall residents. The HRC shall be entrusted by the RM to carry out the Year/Activities Plan as publicized during Cabinet’s promotion period, and submit detailed proposal and budget plan of each activity to the RM for vetting and endorsement as per established procedures in the respective hall;
3) The HRC is empowered by the RM as one of his/her executive arms in the promotion of positive and inclusive culture of the hall while upholding safety, security, health and sexual-harassment-free environment at all times in the hall. HRC is entrusted by the RM with resources including the HRC Room, which shall duly return together with durable items procured under hall budget to the RM or delegate upon the end of Office Term.

(B) Eligibility Requirements for Cabinet Candidates

All hall residents, with a full-year of hall residency in the year concerned and devotion to serve the hall community with substantial amount of time and energy, have equal right to be the candidate in forming the Cabinet(s) to run for HRC and/or vote for it.

(C) Composition

1) A Cabinet shall be composed of 6-12 student residents, with not less than 20% of the proposed Cabinet members being locals and not less than 20% of the proposed Cabinet members being non-local students, at the Minimum number defined (Table overleaf left), as a due reflection on the Internationalization of the SR;
2) The size and position title (Table overleaf) of the Cabinet shall be subject to RM’s authority and decision, as per hall capacity/culture and collective inputs of the hall stakeholders.

(D) Term of Office

The term of office is from 1 November 2023 to 27 May 2024.

Hall Residence Cabinet Election

The electoral arrangements for electing the Hall Residence Cabinet are stipulated in the proposal discussed in 15th Student Affairs Committee. This website provides general information on the arrangements, facilitating eligible residents to participate and vote in the elections.

(A) Election Officer

The Student Residence Office (SRO) shall be the Election Officer authorized by Associate Provost (Student Life) to manage the election of HRC in an open, impartial and fair manner and, unless stated otherwise, shall be responsible for the interpretation and implementation of these Principles and for the proper conduct of the elections.

(B) Electoral Roll
  1. The SRO shall be responsible for vetting/ensuring the electoral roll of valid hall residents prior to the election date, and SRO’s confirmation on the roll shall be final and binding.
  2. The electoral roll shall consist of all student residents (active status on AIMS record), who are eligible and on equal ground to be the candidate, form a cabinet to run for HRC and/or to cast the vote.
  3. To maintain impartiality and fairness, all Residence Tutors (RT) shall not be included in the electoral roll.

(E) Voting Procedure
  1. Elections shall take place through an electronic means designated for election purpose by the SRO.
  2. Each elector on the election roll shall receive a direct personalized email link from SRO (linked to HRC- election system) on the election date to cast their vote.
  3. Each elector shall cast ONE vote to the Cabinet preferred.
  4. The vote shall be secret and no attempt shall be made to identify the preference of any electors. Any student resident who is found to violate this rule will be subject to hall disciplinary action.
(F) Election Mechanism
  1. The voting system adopted for the HRC election is the simple majority system. Only one vote is allowed for each elector in favor of the cabinet.
  2. The election is valid if the number of valid votes casted amounts to 35% of the total electoral roll (threshold) in the particular hall on the polling date. The election below this threshold will invalidate the cabinet(s) and make the election void.
  3. In case of more than one cabinet, the one which gains the highest number of valid votes shall be elected.
  4. In case there is only one proposed cabinet, a vote of confidence shall be required. The cabinet obtaining greater number of votes of “Confidence” than that of “NO-Confidence” shall be elected.
(G) Election Results

(H) Determination and Publication of Results
  1. The Associate Provost (Student Life) and/or his designate shall act as independent Scrutineer for the election.
  2. On the election night, the SRO at the witness of the Scrutineer shall proceed to count the computer votes.
  3. All candidates have the right to attend the computer votes counting ceremony presented by SRO at spot.
  4. The RM shall email a RM Message to all residents thereafter to announce the election result and formation of the HRC if any.
(I) Disputes & Complaints
  1. The Associate Associate Provost (Student Life) and/or his designate shall act as independent Arbitrator for the election.
  2. Any disputes concerning the conduct of an election shall be lodged with the SRO in the first instance. The SRO shall investigate and, if found to be substantiated, shall report the case to the arbitrator for further scrutiny.
  3. The decision of the arbitrator is binding and conclusive.
(J) Revision of Guiding Principles

The SRO may, at its absolute discretion, enhance these Principles to suit the operational need of the HRC election.
