Julia Tao is professor in the Department of Public and Social Administration. She took her undergraduate and postgraduate degrees at the University of Hong Kong, and received her PhD from the University of East Anglia in the UK. Her PhD thesis "Moral Foundations of Welfare: A Comparative Study of Chinese Confucianism and Deontological Liberalism - A Case Study of Hong Kong" was awarded the Lord Bryce prize in 1992 for best dissertation by the Political Studies Association in the UK. In 1999, she was awarded a visiting fellowship by Oxford University. Professor Tao is presently also Director of Governance in Asia Research Centre (GARC) in the Faculty of Humanities and Social Sciences, and is currently also heading the research stream on Ethics, Culture and Governance in Asia, as well as being the Principal Investigator of a Competitive Earmarked Research Grants (CERG) project on Moral and Policy Challenges of Long Term Care. Professor Tao has written on Confucian ethics, bioethics, environmental issues, health care reform and comparative philosophy and has published in philosophy and social sciences journals. From 2001-2003, she served as a part-time member of the Central Policy Unit of the Government of the HKSAR. She is currently a member of the Ethics Committee of the Hong Kong Medical Council. She is also a member of the editorial advisory board of the International Journal of Medicine and Philosophy.
