Grace Lee joined the Department of Public and Social Administration in September 1990. Previously she was a civil servant with the Labour Department of the Hong Kong Government. She took undergraduate and postgraduate degrees at the University of Hong Kong. She was awarded the FHS Contribution to Learning Award in 1999.
