ITF – Guangdong-Hong Kong Technology Cooperation Funding Scheme (TCFS)

TCFS aims to strengthen collaboration on R&D between organizations in Hong Kong and Guangdong Province. Projects funded by the TCFS will have to demonstrate an element of Guangdong/Hong Kong cooperation (e.g. collaboration between research institutes and enterprises in Guangdong and Hong Kong). Applications fall under the announced themes will be considered by the ITC or ITC’s R&D Centres. Industry sponsorship is required for each application.

Application Details

(1) Programmes
Platform Research Projects - Requires industry sponsorship support from at least one private company with total cash/in-kind contribution of no less than 10% of the total project cost. Financial contribution from other sources (e.g. university, charitable organizations, venture capitalists and project team members) is welcome, but is not mandatory and cannot be counted as part of the industry sponsorship.

Waiver of industry sponsorship requirement for Platform Research Projects
The ITC may consider waiving the sponsorship requirement for projects initiated by Government bureaux/ departments and statutory bodies#. Applicants who wish to apply for the waiver should include the following information in the proposal:

  • a clear indication of the application for waiver of industry sponsorship requirement
  • detailed justifications and supporting information
  • a letter of support from the relevant bureau/department or statutory body#
# ‘statutory bodies’ do not include local universities, R&D Centres and other designated public research institutes under the ITSP.

Collaborative Research Projects - For a private company collaborates with a local university or research institute, application requires cash and/or in-kind contribution of no less than 50% of the total project cost (or no less than 30% for the R&D Centre projects).

(2) Categories of Projects
Category A - Projects to be solicited, vetted and funded solely by Hong Kong
Category A(1) – Projects to be solicited/vetted and monitored by the ITC’s R&D Centres (APAS, HKRITA, LSCM and NAMI).
Category A(2) – Projects to be vetted and monitored by the ITC.
Category C – Projects to be jointly solicited, vetted and funded by Guangdong and Hong Kong.
 Category C(1) – Projects jointly funded by Guangdong and Hong Kong.
 Category C(2) – Projects jointly funded by Shenzhen and Hong Kong.

Cash Rebate for Company Sponsors of ITF Projects
Company sponsors will receive a cash rebate equivalent to 40% of its expenditure (cash and in-kind contributions) in the funded ITF projects. Details of the ITC Cash Rebate Scheme is available at the ITC website:

- Please include a budget for the auditing fee ($8,000/per year for total project cost less than 1 million, $14,000/per year for total project cost between $1 million and $5 million, $20,000/per year for total project cost more than $5 million) and an administrative overhead charge (Platform Research Project: 15% of total ITF fund requested; Collaborative Research Project: 15% of the total project cost).
