The Plan

The Strategic Plan 2015-2020: Making a Difference through Excellence in Research and Professional Education provides a roadmap for the continued pursuit of distinction in six strategic areas as defined in the Strategic Plan 2010-2015 Excellence in Research and Professional Education.

The Strategic Plan 2015-2020: Making a Difference through Excellence in Research and Professional Education aims to build on the strong foundation that we have established over the past years, adding value to the lives of our students and to society. The Plan establishes a set of action plans around five strategic themes:

  • Deepen Discovery & Innovation in Professional Education
  • Expand Interdisciplinarity and Team-based Research to Address Global Challenges
  • Strengthen Internationalisation and Global Partnerships
  • Enlarge Capacity for Knowledge Transfer and Entrepreneurship
  • Enhance Good Governance and the CityU Brand

Success in these endeavours in future years will allow us to achieve a place of true leadership among global higher education providers, based on substantial contributions to society through the innovative professional education that we provide, the problem-based research and entrepreneurship that we pursue, the outstanding professional careers and life opportunities that our graduates enjoy, and the critical global issues we address.

A Strong Foundation

The successful implementation of the Strategic Plan 2010-2015 Excellence in Research and Professional Education created a strong foundation for our next 5-year planning horizon. In short, under the guidance of the 2010-2015 Plan, CityU implemented the Discovery-enriched Curriculum (DEC) as a path-breaking approach to innovation-oriented education for the 21st century. The DEC is transforming CityU's approach to education by giving all students the chance to make an original discovery, thus enhancing their creativity, professionalism, and career opportunities. According to the 2014 Global Employability University Ranking, CityU is now ranked among the world's top 150 universities in terms of most employable graduates. Our pursuit of excellence under the 2010-2015 Plan also included the implementation of the Performance-based Pay Review (PBPR) scheme, which is helping to build a culture of accountability on campus by linking rewards tightly to performance. In addition, the University has significantly enhanced its intellectual environment and prominence as a modern, dynamic university through an impressive campus transformation that includes the completion of three award-winning buildings and state-of-the-art academic facilities.

These strategic transformations have resulted in consistently strong showings within global higher education league tables. Especially noteworthy is CityU's rise in the Quacquarelli Symonds (QS) rankings, from among the top 200 global universities a decade ago to among roughly the top 100 global universities over the past few years. CityU is committed to maintaining our steep ascent in excellence in an increasingly competitive environment over the next five years.

Consultative Process

The Strategic Plan 2015-2020 is the outcome of three stages of campus-wide consultations that took place between June and November 2014. The process was conducted through face-to-face interviews, small group meetings and online consultations using various instruments for collecting information.
