From Planning to Implementation to Monitoring Progress

This Strategic Plan 2015-2020 is a continuation of the successful path and an extension of the high-level aspirations defined in the Strategic Plan 2010-2015 of the University. It identifies broad directions under five overarching strategic themes for the University's further development, and institution-wide action plans for implementing those directions in the next 5-year period. The action plans are interrelated and have close ties to the six strategic areas identified in the Strategic Plan 2010-2015. Our goal is to further elevate the academic excellence, international standing, and societal importance of CityU as a leading global university, renowned for professional education and problem-based research.

The development of this Strategic Plan 2015-2020 has benefited from the 2016-2019 ADP planning which provides the blueprint for the academic strategies to be pursued by the University in the 2016-2019 triennium. The 2016-2019 ADP describes how CityU plans to fulfill its educational and social mission in accord with the principles laid down by the UGC. These two documents have been harmonised to form an overall coherent strategy to support CityU in its quest to scale new heights in its academic endeavours in the next 5-year period.

CityU is committed to putting into action the goals and activities highlighted in the Strategic Plan and the ADP. The University's academic units will be involved in developing their specific plans, including goals and timelines, in a manner that aligns with the goals and milestones identified in these two documents as well as with reference to the key performance indicators set by the University. The aim is to infuse implementation of these plans into the daily operations of the University with all units working together to meet their goals. The annual planning and budgeting process will provide the framework for making the Strategic Plan and the ADP operational at the unit levels of the University. The University management will monitor progress through annual reports from its academic and administrative units.

In light of the fast-changing landscape and rapid developments in global higher education, this Strategic Plan must be treated as a living document, adaptable and open to new and unexpected opportunities. As a great university, we seek not only to respond to change, but to anticipate it. CityU firmly believes that it should actively spearhead change, lead innovation and improve human welfare through our creation of knowledge and through academic excellence that will make a real difference in the lives of our students and society.
