Arthur Cheung joined City University of Hong Kong in October 1992. Previously he served in the Royal Hong Kong Police as an inspector, attached to Shek Kip Mei, PTU KE and Airport. He left the police for postgraduate study in the University of Warwick with focus on politics, public administration, and socialist China. His PhD thesis is about administrative litigation in the PRC. His teaching interests include Contemporary China, Law and Government in the PRC, as well as Political Theory. He was awarded the CityU Teaching Excellence Award in 2002/2003.
