Clerical Officer I/II (Procurement Unit) in the Finance Office [Ref. A/382/09]

 

Duties

  1. Act as a Buyer for procurement activities of services (including catering, clinics, bookshop, bank) and various kinds of equipment;
  2. Implement full spectrum of procurement activities (including sourcing, supply market analysis, preparation of RFP/Tender/Purchase Order/Contract, review and closing of outstanding orders) and vendor management;
  3. Ensure compliance with the University’s policies and procedures, and maintain good record trail of transactions;
  4. Work closely with internal users to ascertain procurement needs and specification, and develop appropriate procurement strategy;
  5. Establish and maintain good working relationships with both internal and external stakeholders;
  6. Support and initiate continuous improvement to enhance procurement process efficiency and performance; and
  7. Assist in ad-hoc procurement initiatives, and report analysis to management.

 

Requirements

A good honours degree in Business Administration/Marketing/Procurement/Supply Chain Management or related disciplines, with at least 2 years’ working experience in sizable organization with exposure to procurement and commercial terms and conditions.  Demonstrated knowledge of strategic sourcing techniques, advanced procurement procedures, contract negotiation, analytical techniques, and general management principles; good understanding and experience in corporate governance and compliance, and commodity/category management;  proven ability to work closely with stakeholders; being a good team player with self-motivation, strong communication, leadership and strategic planning skills; ability to work independently with positive attitude, high initiative and integrity; proficiency in using Excel and other Microsoft Office applications; and good command of written and spoken English and Chinese (including Putonghua) are required.  Knowledge of Oracle (e.g. Oracle Forms, Oracle Reports, Oracle Discoverer) and eTendering system is preferred. 

Candidates with 6 years’ relevant experience may be considered for appointment as Clerical Officer I.

Shortlisted candidates will be invited for a written test.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
