Senior Manager/Manager (Contracts and Costs) (at the rank of Assistant Registrar/Supervisory Executive Officer) in the Campus Development Office [Ref. A/314/09]


Reporting to the Associate Director of Campus Development, the appointee will lead a team of Quantity Surveyors and play a key role in capital projects, operational or property management from the planning stage to project implementation and delivery.

Duties

Monitor consultancy services, provide professional advice to meet statutory requirements and identify solutions to potential issues; provide and review project budget estimates and cash flow projections; provide input for drafting consultancy agreements; advise tender/procurement strategy; prepare tender cost estimates and assist in tender assessment; perform project cost control; prepare final accounts; conduct cost appraisals, claims assessment, and prepare reports; and perform any other assignments.

Requirements

A good honours degree in Quantity Surveying or related disciplines and full membership of MRICS/MHKIS or equivalent qualification, with a valid safety training course certificate (commonly known as “Green Card”) or equivalent issued by organisations recognised by the Commissioner for Labour, and at least 15 years’ relevant experience (of which at least 5 years at senior management level).  Extensive experience in large development project in Hong Kong and Mainland China, ability to use AutoCAD and Revit, self-motivation for performance enhancement, with proven management and leadership ability to complete tasks within tight project schedules as well as good analytical and interpersonal skills are required.  Substantial experience in higher educational institutions and/or experience in managing government subvention projects are preferred.  Candidates with less experience may be considered for appointment at Manager level. 

Shortlisted candidates will be invited for a written test.

Remuneration package will be highly competitive, commensurate with qualifications and experience. Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes, and housing benefits (where applicable).
