Internal Audit Manager in the Internal Audit Office [Ref. E/258/09]

 

Duties

The appointee will undertake audits of University operations, management structures and practices to improve controls, efficiency and effectiveness; assume operational responsibilities in the planning, development and execution of audit plans and programs; lead and manage audit projects, and supervise audit staff; and assist in the development of risk assessment, audit strategy, plans, programs and systems.

  1. Update, maintain and drive the annual risk assessment and audit planning processes;
  2. Assist in the development of audit policies and procedures;
  3. Promote and review the quality of audit projects and services;
  4. Establish and maintain efficient audit processes and systems;
  5. Manage and conduct comprehensive operational audits, system audits and special consulting projects;
  6. Provide professional advice to University staff for operational efficiency and risk mitigation;
  7. Liaise with all levels of staff of the University including members of the Council, external auditor and consultants, and review officers from other regulatory or public bodies; and
  8. Undertake special review projects for areas of management concerns and other projects as assigned by the Director of Internal Audit.


Requirements

A good honours degree in Accounting and Finance or related disciplines with relevant professional qualification(s) (i.e. CPA/CIA/CISA/CFE).  Candidates should have substantial internal audit, IT audit, risk assessment, and control self-assessment experience gained at a senior level with proven track record in leading teams.  Previous Big 4 experience is helpful.  Candidates should also have the following qualities:

  1. Excellent command of written and spoken English and Chinese with stakeholders at all levels;
  2. Proven ability to undertake original analysis and research, identify best practice and formulate appropriate recommendations for continuous improvement in processes, systems and controls, and familiarity with COSO framework;
  3. Excellent interpersonal, presentation and communication skills; and
  4. High-level PC literacy with experience in electronic workpaper, and IT audit tools.


Shortlisted candidates will be invited for a written test.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes, and housing benefits (where applicable).
