Manager (Contracts and Costs) (at the rank of Supervisory Executive Officer) in the Campus Development Office [Ref. C/427/09]



Duties

Assist in carrying out professional services in contracts and costs of projects to facilitate the Office to achieve its mission.  Main duties include providing and reviewing budget estimates and cash flow projection for new building/renovation projects; monitoring actual cash flow and alerting project team in advance for potential underspent or overspent as compared with planned cash flow so that necessary action can be taken; preparing “Statement of Final Accounts”; providing cost estimate with or without the support from outsourced quantity surveying consultant for new building/renovation projects; providing input for the drafting of consultancy agreement; reviewing and coordinating with the consultants/project leaders for the preparation of tender documents, tender action, tender analysis and award of contract; preparing payment certificates to consultants and contractors; attending to donor/sponsor applications and claims; conducting cost appraisal and assessment for claims submitted by contractors or consultants; and performing any other assignments.



Requirements

A good honours degree in Quantity Surveying or related disciplines and full membership of the HKIS/similar professional bodies, with at least 10 years’ post-qualification experience in cost estimation/cost control/contract administration of private/institutional construction projects.  Excellent command of written and spoken English and Chinese, being self-motivated and performance driven, proficiency in Microsoft Office, and ability to complete tasks and assignments independently are required.  Experience in managing government subvention projects in institutional environment would be an advantage.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes, and housing benefits (where applicable).
