Associate Director of Campus Development in the Campus Development Office [Ref. C/395/09]

The appointee will be a key member of the senior management team of the Office.  S/he will be charged with the principal responsibility in strategic campus master planning, space audit and allocation, capital deployment and project execution.  In addition, s/he will assist the Director of Campus Development in running and managing the Office to achieve continuous improvement in respect of work quality, productivity and cost effectiveness.  S/he is required to develop, implement, manage and review relevant policies, strategies as well as work practices to meet the Office’s objectives and operational goals in a successful manner.


Duties

  1. Lead and contribute at senior level in campus master plan development, space planning and accommodation in alignment with the overall strategic plan of the University;
  2. Assess accommodation requirement and physical planning, and prepare Brief for new buildings;
  3. Assess, plan, rationalize, appraise and monitor the utilization of accommodation, and arrange for efficient use;
  4. Prepare documents for consultants to submit technical and fee proposals, and assess and report the submission;
  5. Liaise with UGC, government departments, utilities companies and relevant organizations on matters related to campus and space planning, acquisition of land and premises;
  6. Prepare layout plans, architectural sketch plans, designs, drawings, schedules, specification, contract conditions, and assess contractor’s submission of building works;
  7. Set out user’s requirements, budget and programs;
  8. Monitor construction contracts from start to completion (including defect liability periods and final accounts);
  9. Implement space policies, and execute allocation, audits and space system;
  10. Organize and control all aspects of projects, and optimize the use of resources to meet user’s requirements on function, cost, time, quality standards and future maintenance;
  11. Serve as Secretary and assist in committee work; and
  12. Perform any other assignments.

 

Requirements

A good honours degree in Architecture/Engineering/Surveying or equivalent, with over 20 years’ relevant working experience at senior level.  Extensive experience in strategic planning, building development and large-scale building execution; professional qualification of relevant disciplines with proven management ability; good interpersonal and communication skills in English and Putonghua; and high degree of commitment to the University are required.  Substantial administrative experience in higher education institutions would be an advantage.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience. Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes, and housing benefits.
