Executive Officer II in the Finance Office [Ref. A/501/09]

 

Duties

  1. Responsible for procurement activities with focus on IT equipment, software and IT facilities;
  2. Work closely with internal users to ascertain procurement needs and develop specification, and provide advice on appropriate procurement strategy;
  3. Implement full spectrum of procurement processes (including sourcing, supply market analysis, preparation of RFP/Tender/Purchase Order/Contract, follow-up and completion of purchase orders) and vendor management, and report analysis to management;
  4. Ensure acquisition of goods and services are in compliance with University policies and procedures; and
  5. Assist in ad-hoc procurement initiatives and activities.

 

Requirements

A Bachelor’s degree in Business Administration/Procurement/Supply Chain Management with at least 8 years’ relevant working experience with a minimum of 4 years’ supervisory experience in sizable organizations.  Demonstrated knowledge of sourcing techniques, procurement procedures, contractual terms and conditions and contract negotiation skills; being a good team player with self-motivation; strong communication skills; ability to work independently with positive attitude; proficiency in using Excel and other Microsoft Office applications; good command of written and spoken English and Chinese (including Putonghua); and good report writing skills are required.  Knowledge of Oracle e-Procurement system and e-Tendering system is preferred.

Salary and Conditions of Service

Remuneration package will be highly competitive, commensurate with qualifications and experience.  Initial appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
